Description
This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NOI7071 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-15. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business concern. The associated North American Industry Classification System (NAICS) Code 339111, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases intends to procure a KrosFlo Pilot Plus Filtration System from the only known manufacture Spectrum Laboratories. Item/Description/Quantity: 1) KrosFlo Pilot Plus System, qty -1 with the following components: hollow fiber modules, positive displacement pump (Waukesha, 32Ra MP), two diaphragm valves (Gemu, 20 Ra MP) and oneball valve, analog pressure gages (Anderson), two flex hoses (Crane) 4 feet long, frame & hanger material 304SS, frame & hanger labor, SS tube & fittings material, electrical VFD & wiring, electrical design and engineering, all fittings are 20Ra MP (BPE SFF1), all elastomers are EPDM (USP CL6), clamps are 304SS (2-piece) all frame & hanger stock is 304SS #4 polished. The KrosFlo Pilot Plus Filtration System is proposed as a sole source purchase on the basis that this equipment will be attached to a New Brunswick Scientific BioFlo 5000 80 L fermentor already located in the lab. Through hollow fiber membranes (GE Healthcare) to our Amicon M30 Tangential Flow Filtration System to separate cells from supernatant before undergoing concentration and dialysis. We wanted a model that could operate using 110V using a standard plug in the lab. We required a skid that had a small footprint as we do not have extra space in the laboratory. We require a rotary lobe pump as we are losing valuable product with tubing breakage during culture harvest due to tubing cuts caused by the peristaltic pump head. We need the ability to process fermentation cultures at a high flow rate (20 L/min) to process cultures quickly and efficiently allowing us to develop a process similar to what is currently used by our contract manufacturer. This filtration skid will have a Waukesha rotary lobe pump installed. The piping on the skid will be ? inch 316L stainless steel which is suitable for biotech applications. The skid shall include an electric cord with plug suitable to be plugged into an existing 110 V outlet. The skid will include pressure gauges for monitoring pressure before and after the filter, these pressure gauges should have a maximum pressure of 50 psig. The skid will include necessary gauges, flex hoses, valves, gaskets and clamps for immediate operation. Spectrum Laboratories will also include any necessary documentation such as Users manuals, and associated documentation necessary for operation and maintenance of the system. The following factors shall be used to evaluate offers: 1) price, 2) warranty, and 3) technical capability to meet required specifications. Place of delivery NIH/NIAID, Rockville, Maryland 20852. The government will award a fixed price purchase order to the responsible contractor. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request by telephone to Ms. Tonia Alexander at (301) 496-2607. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications Commercial Items. Offers must be submitted no later than 5:00 PM Eastern Daylight Time (EDT) March 29, 2007 to Tonia Alexander.
