- All interested parties are hereby advised that the Department of Energy (DOE) intends to issue a Draft Request for Proposals (Draft RFP) for its recompete of the DOE Super Energy Savings Performance Contracts (ESPCs) in late spring 2007. DOE had previously anticipated issuance of the Draft RFP by February 2007, but additional time has been required for addressing issues to enhance and streamline the ESPC process. DOE will post the Draft RFP to its Industry Interactive Procurement System (IIPS), https://e-center.doe.gov/, where all interested parties will be provided an opportunity to submit comments and questions regarding the document during a Draft RFP comment period. Questions concerning the Draft RFP will also be addressed by DOE via IIPS. Following the Draft RFP comment period, and after considering submitted comments, DOE will issue a Final RFP against which all interested parties may submit their proposals. In addition, shortly after the Final RFP is posted to IIPS, DOE will conduct a voluntary pre-proposal conference in conjunction with a site visit for all interested potential offerors to attend at their own expense. The pre-proposal conference and simultaneous site visit is intended to provide potential offerors with a ???hands- on??? look at the site used to develop the Final RFP and related site data package. Proposals will not be accepted during the Draft RFP comment period. Further information regarding the pre-proposal conference and site visit will be provided in the Final RFP.
