Description
NOTE: Response date has changed from 09 MAR 07 to 16 MAR 07. All pricing submitted should be LIST PRICE. This is a REQUEST FOR INFORMATION (RFI) being released by the General Services Administration (GSA) on behalf of the Department of Defense (DoD), Defense Manpower Data Center (DMDC, the Requestor. This RFI is being issued for planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the Requestor to acquire any products or services. If an RFP is issued, it will be officially issued by the appropriate government contracting office. The Requestor does not intend to pay for the information requested. All information provided is for government planning use only. If proprietary information is provided, please mark as Proprietary for Government Use Only. Qualified sources may be asked to demonstrate their product with key government planners and decision makers. BACKGROUND: The devices are targeted for use in several government programs, including but not limited to, DMDC's Defense Biometric Identification System (DBIDS) and Real-time Automated Personnel Identification System (RAPIDS). REQUIREMENTS SPECIFICATION: The Hardware Technical Requirements (Microsoft Excel spreadsheet) are attached under Amendment 1, and have been generated by compiling the requirements for the device sought. Each requirement should be considered a mandatory requirement, unless optional or preferred is explicitly stated. All products in the vendor's response must be compliant with Buy America or Trade Act Agreement (TAA) requirements in order to meet DoD procurement regulations. The Government may request meetings with individual vendors to obtain more in depth technical briefings and product demonstrations as necessary to complete the survey. The Requestor would like to receive the following information from prospective manufacturers or product distributors: 1) Minimum acceptable response from vendor: Information regarding the characteristics/technical specifications of their products that meet the requirements to include make, model, all part numbers required to meet the technical requirements provided by the Government, and country product(s) is(are) manufactured in. Provide manufacturer?s list price and warranty for product and detail any consumables and their prices to support the product. 2) Preferred response from vendor: Fill in a column for each product you are responding to in the Attachment, Hardware Technical Requirements (Microsoft Excel spreadsheet) including Product Information and for the Minimum Technical Requirements section mark each as either Yes, No, or Future. (Note: If answer is Future, indicate expected time to deliver feature via production units). 3) If available, vendors are requested to submit technical specifications or data sheets for their products. 4) Please indicate if you would be willing to travel to the Washington, DC area to demonstrate your product(s) in response to this RFI within a week or two of the RFI Response Date. 5) To determine suitability for use by the Government, up to 12 printers will be required (to include sufficient consumables to support the production of up to 1000 cards), for evaluation and testing purposes. The evaluation period is expected to take approximately 9 months to complete lab and field testing. It is the Government's intent to return all printers at the end of the testing period.
