- Description
- The Space and Naval Warfare Systems Center, San Diego (SSC SD) intends to negotiate a sole source contract with Computer Sciences Corporation (CSC), Defense Group, 4045 Hancock Street, San Diego, CA 92110, to provide technical support for validating that avian radars can detect and track birds automatically and for integrating avian radars into a wide-area network environment. This requires the development, validation and comparison of different sampling locations and times, bird populations, and radar configurations. The Government has determined that CSC is the only firm that currently has the capability to validate avian detection, analyze digital radar signals as biological targets, network several eBirdRad systems using Web Services in real-time, fuse radars and other sensors all required for this project. This notice of intent is not a request for competitive proposals or quotes. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements. Note 22 applies.
