Description
The Naval Surface Warfare Center Panama City, FL (NSWC PC) intends to award a sole source firm fixed price purchase order to Pinpoint Integrated Systems, LLC d/b/a Tactronics Div, 381-12 Old Riverhead Road, Westhampton Beach, NY for the following the following requirements: a) four (4) each Militarized 10b2 Media Converter, part number TAC-MC-002 with the following performance requirements: input power: 28VDC, <1 A; all connectors must be military D38999 locking connectors; operating temperature: 0 degrees C to 50 degrees C; must meet MIL-STD-461E for surface ships, interior spaces; must meet MIL-STD-801D Grade B shock for surface ships, these items are required to convert datafrom the standard format to the specialized format required by the AN/VRC-99B (RMS) radio; b) four (4) each Militarized 100bTx to 100bFx Media Converter, part number TAC-MC-001 with the following performance requirements: input power: 28VDC, <1 A; all connectors must be military D38999 locking connectors; operating temperature: 0 degrees C to 50 degrees C; must meet MIL-STD-461E for surface ships, interior spaces; must meet MIL-STD-801D Grade B shock for surface ships, these items are required to convert data from the LCS-1 100bFx LAN to the 100bTx used by MVCS; c) four (4) each Militarized 28 VDC Power Supply, part number TAC-DCD-013 with the following performance requirements: input power: 115 VAC single phase, <10 A; output power: four each 28 VDC, < 1A; Meets MIL-STD-1399-300 shipboard power requirements; six connectors: 1 each 115 VAC input power, >4 28 VDC output power; all connectors must be military D38999 locking connectors; fits into a standard 19? rack, no more than 1U high, <20? deep, including connectors; integrated locking slide mounts; operating temperature: 0 degrees C to 50 degrees C; must meet MIL-STD-461E for surface ships, interior spaces; must meet MIL-STD-801D Grade B shock for surface ships. These items are required to provide power to the MVCS keyboard/ video/ mouse, two system controllers, the 100bTx to 100bFx media converter, and possibly other equipment. d) four (4) each Militarized Keyboard/Video/Mouse (KVM), part number: IND-RAC-004 with the following performance and physical requirements: input power: 28 VDC, <1A; 15? LCD flat panel; integrated keyboard and trackball; integrated KVM switch to permit switching between two connected computers; two trackball connectors, two video connectors, two keyboard connectors, and one power connector. all connectors must be military D38999 locking connectors. Fits into a standard 19? rack, no more than 3U high, <20? deep, including connectors; LCD display must be stored face down to prevent damage from falling objects; integrated locking slide mounts; operating temperature: 0 degrees C to 50 degrees C; must meet MIL-STD-461E for surface ships, interior spaces; must meet MIL-STD-801D Grade B shock for surface ships. These items are required to provide a user interface for the two MVCS controllers. This requirement is not suitable for full and open competition for the following reaso ns. Tactronics is the only manufacturer of these off-the-shelf military items that have military circular connectors and that meet MIL-STD-461 and MIL-STD-801 requirements for shipboard use. These items are already supported by the Naval Supply System. Not using a militarized unit would result in a high risk of an unacceptable number of system failures and the possible loss of an unmanned vehicle or damage to the ship during launch and recovery.
