- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Basic Ordering Agreement (BOA) with EDO RSS, 18705 Madrone Parkway, Morgan Hill CA, with a ceiling amount of $11,082,004.00. The BOA will cover a five-year period and include line items for spares and replenishment acquisition, repair actions, calibration, assembly modification, design upgrades, depot part lay-in, engineering support and training services of EDO/RSS proprietary systems, assemblies and subassemblies in support of Special Projects Aircraft and P-3 Derivative Aircraft. A list of potential repairable items and spares can be provided upon request. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. All test benches, drawings, software, and test procedures for the radar systems are proprietary of EDO Company and are not available from the government to be provided for this procurement. The s olicitation will be available on or about 23 March 2007 at the following address: FedBizOps http://www.eps.gov, and the Crane webpage at http://www.crane.navy.mil.supply/announce.htm. No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. Offer must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on ?Submit Bid? does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to download the RFP and to submit offers to the POC at NSWC Crane.
