- This is a notice of intent to negotiate with Deltek Systems Inc, 13880 Dulles Corner Ln Herndon, VA 20171-4685 on an other than full and open competitive basis to purchase tool set read for any standard schedule application and capability to read ANSI X12 and wInsight XML. A brand name memo is attached to this posting. Deltek Systems is the developer and sole distributor of the wInsight Earned Value Management (EVM) software. wInsight is the only EVM data analysis and reporting software that is compatible with Dassian EVC, the current EVC. The Government intends to negotiate on a sole source basis with Deltek Systems Inc. for Licenses and Maintenance. Specifically, the requirement is as follows: (20) wInsight Concurrent Licenses, (10) wInsight Admin, Concurrent Licenses, (20) C/S Glue Concurrent Licenses, (1) wInsight Dashboard Component, Risk+ (130), wInsight Web Seats (500), Briefing Wizard, Concurrent (20) and 12 months of Maintenance. This notice of intent is not a request for competitive proposals. However, interested parties may submit a capability statement. All capability statements received in response to this notice will be considered by the Government for the purpose of determining whether to initiate a competitive procurement. The Government reserves the right to process this procurement as a sole source based on the responses received. The estimated RFP issue date is 19 March 2007 and estimated period of performance is 01 April 2007 to 31 March 2008. BRAND NAME MEMO Navy ERP currently uses SAP R/3 to support the Program Management, Financial, and Logistic processes being deployed to the Navy. The solution is comprised of a mixture of standard SAP, SAP enhancements, and non-SAP tools. Standard SAP has limitations in the area of Earned Value Management (EVM), namely it does not meet the Office of Management and Budget (OMB) Circular A-11 and DoD requirements for an EVM system and it creates errors in EVM baseline data during processing. The Dassian Earned Value Composite (EVC), procured under a separate action, overcomes many of the SAP limitations and maintains an accurate baseline during processing. However, EVC was not designed to support the complete analysis of EVM data and reporting requirements required by the OMB circular. Instead, EVC was developed to be complimentary to wInsight, with an extract function to provide data to wInsight. wInsight is the industry standard (much like MS-Word is a recognized standard for word processing) for conducting analysis on EVM data and reporting in the required formats. Without wInsight, Navy ERP will not be in full compliance with the OMB circular and DoD requirements. Deltek Systems is the developer and sole distributor of the wInsight EVM software. wInsight is the only EVM data analysis and reporting software that is compatible with Dassian EVC.
