Description
Solicitation N00421-07-T-0083 is issued as a request for quote (RFQ). This action is set aside for small business. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order on a sole source basis with Xicom Technology for the items listed below, under the authority of FAR Part 6.302-1. The required Ku-Band amplifier and accessories are in support of the 5th Army Advanced Liaison (ADVON and Unified Command Suite (UCS) Model-C and Spares projects. This equipment is required to build first respondent communication training vehicles. These vehicles will allow hands on training and will contain an area for subject matter expert instruction to UCS team members. The current requirement supports UHF high frequency satellite radio communication. These systems will be used to communicate with all branches of military service command post and deployed troops; their reliability is key to the success of the UCS program. The program requires a high performance amplifier that can both transmit and receive signals with a wide range of prime power to effectively communicate in demanding environments. The amplifier must contain a fully integrated antenna-mount unit and removable power supply for ease of interchangeability. The amplifier must possess the ability to be used outdoors without additional shelter and have self-contained cooling, and monitor and control (M&C) systems. Lastly, the amplifiers must be relatively light in weight, weighing no more than 38 pounds, and must have dimensions no longer than 16.25 long, 9.2 inches in height, and 8.6 in width to fit in a small compartment within the UCS vehicle. These characteristics are vital to sustain communications for the troops during deployment, which may be located in remote areas where connectivity is limited. Only Xicom Technology can supply the requested Ku-Band outdoor amplifier and accessories that meet the 5th Army project requirements. The contract line item numbers and description are **CLIN 0001, Quantity 2 ea, P/N: 305-0352-111, Antenna mounted 25W Ku-Band Bucxts-25K-B1; CLIN 0002, Quantity 2 ea, P/N: 305-0347-001, Antenna mounted AC to DC Power Supply XTPS-400-28D; CLIN 0003, Quantity 2 ea, P/N: RJ45, Ethernet (RJ45) port option XTS-25K-B1 BUC; and CLIN 0004, Quantity 2 ea, P/N: 350-0929-025, Power cable between XTPS power supply and BUC. Award is expected 22 March 2007. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by 16 March 2007. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
