- The Minerals Management Service, Department of the Interior, Herndon, VA intends to award a contract on a sole source basis to Landmark Graphics, in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. MMS will award the contract to Landmark Graphics Corporation for continued use and support of their FieldPlan offshore oil and gas development cost estimation software. The Resouce Evaluation Division (RED) of MMS is responsible for maintaining computer models that determine the fair market value (FMV) of offshore tracts rceiving bids through Outer Continental Shelf (OCS) lease sales. RED is also responsible for maintaining models for estimating undiscovered oil and gas resource potential on the OCS. These computer models rely heavily on up-to-date cost information that is validated by the FieldPlan software. FieldPlan software provides the RED with a reliable industry driven database that incorporates advanced technology, economics, and updated industry costs database in a package that can be used easily and quickly for the evaluation of oil and gas prospects using minimal input from the evaluator. FieldPlan is a PC-Based field development planning program used by industry for field developmentment planning of offshore oil and gas projects worldwide. The model identifies multiple technically, feasible field development concepts and ranks these concepts based on economics over the life of the field. FieldPlan also provides descriptions of all major components, including cost and schedule estimates and identifies the potential risks associated with the design concepts. As such, FieldPlan is used as a validation tool for estimating offshore development costs, scheduling, and development scenarios incorporated into the MMS tract evaluation and resource estimation models. This is proprietary software owned and maintained by Landmark Graphics Corporation. The software is currently in use at Headquarters and the Gulf of Mexico Region and is also utilized by Industry as a tool for estimating and benchmarking field development costs. This sole source award to Landmark Graphics Corporation is essential in order to provide access to costs associated with both existing and new technologies that extend deep into the frontier areas of the OCS where the MMS is responsible for ensuring fair market value on tracts receiving bids through OCS lease sales. critical new technologies that will provide a new step increase in productivity and more flexibility to manage all software licenses. The maximum period of performance for this contract will be 1 base year and four (4) one-year option periods. This notice is not a formal solicitation. This is not considered a Request (RFQ) or is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may identify their interest and capabilities within fifteen (15) days of the notice. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
