Description
The U.S. Department of Health and Human Services, Program Support Center, Division of Acquisition Management (DAM) intends to negotiate on behalf of Federal Occupational Health Services (FOH) to award a sole source purchase order to InterSystems Corporation (Cambridge, MA). The purpose of this order is to acquire MUMPS MSM license and maintenance renewals. MUMPs maintenance is needed to support FOH's legacy tracking system, Program Operations Information System (POIS). Although the system has been retired, it is retained by the Agency in order to comply with record management guidelines and regulations. POIS will not be expanded or upgraded. InterSystems Corporation is the manufacturer of MUMPs. There are no other resellers or distributors. The proposed award is anticipated to have a one-year base period, plus four (4) one-year option periods. The total amount anticipated for award is $34,000. This action is being processed under the authority of the Subpart 13.106-1(b) of the Federal Acquisition Regulation. Posting of this Special Notice is in accordance with Sub-Part 5.2. The intended award will follow policies and procedures set forth in FAR Part 12 Acquisition of Commercial Items, and Part 13 Simplified Acquisition Procedures. This Special Notice is not a request for competitive proposals. Any information received in response to this notice will be considered for the purpose of determining whether to conduct a competitive procurement. Interested parties who believe they can meet the Agency?s requirement are requested to submit in writing an affirmative response demonstrating their technical capabilities. A determination by the Government not to compete this proposed action following consideration of responses to this notice is solely within the discretion of the Government. Failure to submit documentation will result in the agency proceeding as stated above.
