Description
The National Institute on Alcohol Abuse and Alcoholism (NIAAA) is seeking capability statements from organizations (NAICS 541511, small business size standard is $23.0M) with experience with the Disability-adjusted life years (DALYS) developed for use in the Global Burden of Disease Study?s (GBD) conducted by the World Health Organization (WHO) and the World Bank. The DALY is a summary measure or metric for fatal and non-fatal health outcomes and is based on years of life lost because of premature death and years of live lived with disability. This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classification as a HUBZone 8(a), 8(a), HUBzone, Small Disadvantaged Small Business, Service Disabled Veteran Owned, Veteran Owned, and Women-Owned Business relative to the NAICS code. One project is envisioned with the objective of calculating DALYs attributable to alcohol and drug use disorders (separately) and attributable to alcohol and drug use (separately) as risk factors for disease and injury. Similar analyses to produce DALYs will be conducted for tobacco use, obesity, and all major mood and anxiety disorders assessed in Waves 1 and 2 of the National Epidemiologic Survey on Alcohol and Related Conditions (NESARC). Requirements and Tasks: The requirements include the capability to perform all phases to estimate DALYs, using Wave 1 (prevalence estimates) and Wave 2 (incidence estimates) for the NIAAA NESARC to include: estimation of DALYs attributable to alcohol use disorders and alcohol as a risk factor; estimation of DALYs attributable to drug use disorders and drug use as a risk factor; estimation of DALYs for each mood and anxiety disorder (and attention deficit/hyperactivity disorder) assessed in the NESARC; and, estimation of DALYs for obesity and tobacco use as risk factors. Information Requested: Submitted information should be relevant and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous work specific to the requirements listed above; (2) Personnel: Name, professional qualifications and specific experience of scientists and/or technical personnel who may be assigned as principal investigator and other key positions; and (3) Facilities: Availability and description of facilities and equipment required to conduct the analyses. Any other specific and relevant information that would improve the Government's consideration and evaluation of the information presented is desirable. The Capability Statements must: (1) Demonstrate and in-depth knowledge of and experience with the development of advances in DALY methodology and the identification and legitimization of the best sources of morbidity and mortality data. (2) Demonstrate statistical experience and knowledge to implement new methodologies in disease burden estimates of alcohol and related disorders for this project. (3) Demonstrate familiarity with alcohol and related neuropsychiatric DALYs. (4) Demonstrate expertise, knowledge and history of involvement in developing and implementing new and advanced methodologies in the derivation of global disease estimates in alcohol and substantively related areas. (5) Provide evidence of ability to conduct, manage and coordinate resources to insure successful operation of the technical plan and carry out the project. (6) Demonstrate and document past performance, in any capability statements submitted, and extensive experience with and the ability to perform the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, a minimum of five contracts both Government and commercial the organization performed, reference, i.e., names titles, telephone numbers and any other information serving to document the organization's capability. Information Requested: Submitted information should be relevant and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous work specific to the requirements listed above; (2) Personnel: Name, professional qualifications and specific experience of scientists and/or technical personnel who may be assigned as principal investigator and other key positions; and (3) Facilities: Availability and description of facilities and equipment required to conduct the necessary tests. Any other specific and relevant information that would improve the Government's consideration and evaluation of the information presented is desirable. Your responses will assist the Government in selecting the appropriate acquisition mechanism. The page limit is 25 pages in font size 10 or larger. Responses to this notice shall include the organization's name, address, point of contact, size of business pursuant according to the North American Industrial Classification Code (NAICS) and must address all the technical information requested. Additionally, the response must provide answers to the following questions: (1) Is your organization a small business under the NAICS code? (2) Does your firm qualify as a small disadvantaged small business? (3) If disadvantaged, specify if your firm is certified under section 8(a) of the Small Business Act. (4) Are you considered a certified HUBZone firm? (5) Are you considered a woman-owned or operated business? (6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This is not a request for proposals. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent or the Government's use of the information. Any proprietary information should be so marked. Interested organizations presenting a capability statement in response to this sources sought announcement must identify their size status. Please submit written capability statements by January 8, 2007, to the NIAAA Contracting Officer.
