Description
The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Aquisition Branch (M/CON/SA) has a requirement to procure the below listed services using the test Program for Certain Commercial Items specified in Subpart 13.500 of the Federal Acquisition Regulation (FAR). Pursuant to FAR 12.603, the following constitutes both the synopsis and solicitation: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; written proposals are herein being requested, and a separate solicitation will not be issued. (ii) The solicitation number for this procurement is CON-07-0016 and this solicitation is issued as a Request for Quotation (RFQ) (iii) Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15 dated December 12, 2006. (iv) The NAICS Code and the small business size standard for this procurement are 541612 and 6.0, respectively. The Offeror shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation that shall be considered by the agency. (v) The following is the contract line item: 0001. Scope of work: The Contractor shall furnish all labor, equipment, materials, and supervision necessary to provide Recruiting Services to assist in providing pre-qualified candidates in the recruitment of an individual for an Executive Editor position. The position is in the Senior Executive Service (SES). The Office of Human Resources will identify and provide to the Contractor a copy of the job/vacancy announcement. The job/vacancy announcement will include the name, organization, telephone number, and email address of the hiring manager. The Contractor shall contact the hiring manager to discuss the requirements of the position and obtain a clear understanding of the capabilities, knowledge and skills required to fill the open position. The Contractor shall screen candidates only against the basic qualifications requirements for the position as specified by the Agency and refer all candidates who appear to meet those requirements. The Contractor shall contact the hiring manager following selection for a debriefing on why referred candidates were selected or not for the position. Personnel: The Contractor shall provide personnel in sufficient quantity to perform the work within the performance period, and with qualifications consistent with the industry standards for this type of work. Definitions: Unless specifically defined within the context of the specific paragraph in another portion of this SOW. The following words and phrases shall have the following meanings related to this contract: (1) VOA ? Voice of America with its headquarters located at 330 Independence Ave., SW, Washington, DC 20237. (2) IBB ? The U.S. International Broadcasting Bureau with its headquarters located at 330 Independence Ave., SW, Washington, DC 20237. (3) BBG ? The Broadcasting Board of Governors with its headquarters located at 330 Independence Ave., SW, Washington, DC 20237. Government Furnished Property, Facilities, Services or Information: The Government will provide a copy of the qualifications for the position to be filled. Contractor Furnished Items and Services: All items, equipment or supplies, other then those listed in the preceding paragraph, required to accomplish the work required by this SOW. Specific Tasks: The following is a list of the tasks the Contractor is expected to perform (not all inclusive): (1) Make contacts with highly qualified individuals in the international broadcasting community to encourage them to apply. Assure compliance with the Agency?s application procedures, as defined in the vacancy announcement, for each candidate referred. (2) Advise interested parties that the Contractor is not the sole or primary avenue for employment with the Agency. (3) Refer to the Agency only those applicants from whom the Contractor has not accepted fees other than standard registration fees paid by individuals when the registration fee is imposed regardless of whether or not the registrant is referred for employment or placed. (4) Recruit and refer candidates in accordance with all applicable merit system requirements and equal opportunity laws. (vi) Executive Recruiter (headhunter) services to assist in providing pre-qualified candidates for a Senior Executive Service (SES) position in VOA. (vii) Deliverables: The Period of Performance is for 4 months ARO. The Contractor shall provide a list of qualified candidates for the designated job/vacancy announcement. The list is to be delivered to the Director of Human Resources at the end of the four months period (or sooner if possible). The list must be accompanied by a complete application package as defined in the vacancy announcement for each referred candidate. The Contractor shall refer at least 3 to 5 (maximum of 7) qualified candidates. (viii) The provision at FAR 52.212-1, Instruction to Offerors--Commercial Items is incorporated by reference. (1) Price quotations submitted in response to this RFQ that exceed the Simplified Acquisition Threshold (as specified in FAR Subpart 2.101, definitions) will not be considered as responsive to this RFQ. (2) Offerors are reminded to submit their DUNS number with their price quotation. (3) Contractors must be registered in the Central Contractor Registration (CCR) to receive an award. (4) Submit price quotation on a separate page from the Technical and Past Performance. (ix) 52.212.2, Evaluation?Commercial Items, the Government will make a firm-fixed price award based upon the overall best value using the following evaluation factors: Technical approach, past performances and price. Unless otherwise stated in the solicitation, for selection purposes, Technical and Past Performance, when combined is approximately equal to price. Evaluation Factors: (1) Technical approach - Explain your approach to meeting the requirements of the Scope of Work. - Explain a successful event where a referred media, nonprofit, international or U.S. Government related candidate was selected for the position. What was your process for matching the candidate to the position in focused areas of recruitment? - Explain your turnaround time in identifying applicants to fill an identified position on a short suspense basis or normal basis. - Explain your process for screening potential applicants and identifying the most qualified. - Explain how many positions have you filled in target areas of media, nonprofit, international or U.S. Government related? - Explain your day-to-day approach/communication with your customer. (2) Past Performance References: - Provide a list of three (3) prior customers (1 Federal Government and 2 Private sectors) and a brief description of work provided that is relevant to the services required. Include customer's name and telephone number. (3) Price - Contractors Terms and Conditions: - Submit price quotation (proposal) with a summary breakdown to include all items required to perform the required services during the 4 months period. - Provide your Policy for replacement of employees leaving or terminated. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items" with its offer. The successful Offeror will be required to complete and submit an ACH form, for Electronic Funds Transfer (EFT), to the Contracting Officer before submitting their first invoice. (xi) The FAR clause at 52.212-4, "Contract Terms and Conditions--Commercial Items" applies to this acquisition with no addenda to the clause. (xii) FAR Clause 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items" applies to this solicitation as well as the following clauses contained within FAR Clause 52.212-5: 52.222-21, "Prohibition of Segregated Facilities"; 52.222-26, "Equal Opportunity (E.O. 11246)"; 52.222-35, "Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (38 U.S.C. 4212)"; 52.222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37, "Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans (38 U.S.C. 4212); 52.225-13, Restriction on Certain Foreign Purchases (E.O. 12722, 12724, 13059, 13067, 13121, 13129)"; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332)"; (xiii) The following FAR clause is also applicable to this procurement; FAR Clause 52.222-22. Previous Contracts and Compliance Reports. There are no additional contract requirement(s) necessary for this procurement other than those consistent with the customary commercial practices; (xiv) The Defense Priorities and Allocations Systems (DPAS) and assigned rating is not applicable to this procurement; (xv) There are no numbered notes which apply to this procurement. (xvi) Offers are due NLT 3PM EST, on Friday March 23, 2007 and they shall reference RFQ No. CON-07-0016.
