Description
NASA/GSFC has a requirement for Building 28 Smoke Detection System Upgrade. The vendor shall provide all labor, materials and equipment necessary to replace the existing spot type smoke detection system with an air aspirating smoke detection system in Building 28, Rooms E100 and S100 at the Goddard Space Flight Center in Greenbelt MD. Work shall be performed as described herein and in accordance with the specifications included under Attachment 1. It is the intent of this contract to provide a complete and operational system. Work covered under this contract shall include but is not limited to the following: 1) Design and installation of an air aspirating smoke detection system. Provide the design and installation of an air aspirating smoke detection system, including but not limited to control display panel(s), air sampling network, communication and power connections and all other all necessary components for a complete and operational system. All equipment shall be U.L. listed or FM approved. Design and installation shall be in accordance with Specification Section 13855, National Fire Protection Association 70, National Fire Protection Association 72, National Fire Protection Association 75 and system manufacturer instructions/ recommendations. 2) Interface with the existing Siemens MXL fire alarm system. Provide all necessary addressable interface devices and related wiring and conduit as required to allow supervisory, trouble and alarm dry contacts from the air aspirating smoke detection system control panel to be monitored by the existing Siemens MXL fire alarm control panel. The existing Class B initiation device loop wiring serving the spot type smoke detection system in the vicinity of the room may be used to provide connectivity with the existing Fire Alarm Control Panel. Refer to the drawing included under Attachment 2 for the location of the proposed connection. 3) Field Programming of Fire Alarm Control Panel. Provide field programming services to configure the existing fire alarm control panel to incorporate the air aspirating smoke detection alarm, supervisory and trouble points into the system program. Provide all programming required to enable new smoke detection system to transmit supervisory, trouble and alarm status back to operator workstation located in building 24 via the existing fire alarm network. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing no later than March 13, 2007. It is the quoter's responsibility to monitor this site for the release of amendments. Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments. Oral communications are not acceptable in response to this notice.
