- The Naval Surface Warfare Center (NSWC), Indian Head, MD intends to award a Sole Source contract to L3 Communications for the upgrade of some existing government equipment consisting of two Flash X-Ray (FXR) Pulsers and new system components and software required for the upgrade to provide a fully functional and independently operated, two channel, 1.0 MeV, FXR system with a dual 0.5 MeV remote head option. L3 Communications is the only known manufacturer of these pieces of equipment and it is mandatory that all new upgraded equipment in this contract interface with the existing L3-PS FXR systems for optimum operation. These pieces of equipment manufactured by L3 Communications are the only systems with the capability of meeting NSWC Indian Head Division?s ballistic application criteria.
