Description
The US Army Corps of Engineers, Portland District, intends to award a supply and installation of equipment described in The Schedule, together with all accessories and spare parts. This shall include, but not necessarily be limited to the following: 1. DESCRIPTION OF WORK This section covers the technical specifications for the supply and installation of equipment described in The Schedule, together with all accessories and spare parts. This work shall include, but not necessarily be limited to the following: (1) Design, manufacture, factory test, deliver F.O.B. The Dalles Power plant, The Dalles, Oregon, and install three (3) 37,800/50,400/63,000 kVA, 13.2/230 kV, ONAN/ONAF/ ONAF, single-phase Class II generator step-up (GSU) power transformers and accessori es. (2) Removal and disposal of one (1) existing Ferranti single-phase spare GSU power transformer rated 63,000 kVA, 230 kV GrdY/132.8 kV high-voltage, 13.2 kV low-voltage, Class FOW cooling. This spare transformer is located on the transformer deck, as indi cated on contract drawing DDP-5.101-4-4/4, has no bushings, and is not oil-filled, but contains oil residue. (3) Removal and relocation of the three (3) existing Bank T4 Ferranti single-phase GSU transformers rated 63,000 kVA, 230 kV GrdY/132.8 kV high-voltage, 13.2 kV low-voltage, Class FOW cooling, including disconnection of the transformer low voltage bus ter minals from the existing 13.8 kV isolated-phase outdoor bus, and disconnection of the 230 kV tubular bus leads from the transformer high-voltage and neutral bushings. The removed transformers will be transported by the Contractor to an onsite long-term st orage area. Long-term storage area shall be built by others and its approximate location is indicated on contract drawing DDP-5.101-0-0/3. (4) Remove and temporarily store approximately 6,560 gallons of existing transformer oil for each of the existing Bank T4 single-phase transformers (approximately 19,680 gallons total) to be retained for processing and refilling. (5) Perform high vacuum dry out on the new spare transformers after final placement at the long-term storage area of The Dalles powerhouse, including repair of leaks discovered during dry out. (6) Processing and refilling the existing oil in the three new spare transformers, and topping off with dry nitrogen. (7) Furnishing and installing new inert-gas pressure systems for each of the three spare transformers including regulating equipment. (8) Provide 120VAC power to the spare transformers' inert-gas pressure system from the source located at the long-term storage area. (9) Perform field testing of the three new spare power transformers, at the intake deck prior to the move, and repeating the field tests after they have been moved to their long-term storage area. (10) Provide grounding and bonding of the spare transformers. (11) Removal of associated conduit and control, instrumentation, power, and relaying wiring to the transformer control cabinets. (12) Removal of nitrogen piping from the transformer's inert-gas oil preservation system and removal of the remotely located gas cylinder cabinets supplying the system. The existing nitrogen gas generator system located adjacent to the gas cylinder cabin ets on El. 170.5 shall also be removed. (13) Removal of existing 87T, 64T and other protective relays from powerhouse switchgear cubicle S2R8. (14) Installation of the new GSU replacement transformers. (15) Installation of the On-Line Transformer Oil Gas Analyzer. (16) Furnishing and installing station post insulators and neutral current transformer. (17) Furnishing and installing associated electrical connections, conduit, power including replacement feeder breakers, control, instrumentation and relay wiring for connection to the new power transformers. (18) Furnishing and installing a replacement duplex switchboard panel, including all relays, protective re laying, auxiliary equipment, terminal blocks, and wiring as indicated, in the control switchboard located on El. 90.0. (19) Reconnection of the transformer grounds to the powerhouse grounding system. (20) Replacement and reconnection of the existing 13.8kV isolated-phase outdoor bus from the seal-off bushings to the transformer low voltage terminals. Reconnection of the transformer bushings and surge arrester terminals to the 230 kV tubular bus leads . Installing new horizontal supports on the 230 KV tubular bus. (21) Remove existing transformer oil-water heat exchangers, including associated pumps and piping. Heat exchangers and pumps shall be retained by the Government. Piping shall be disposed. (22) Furnish jacks, blocks and tools. (23) Furnish spare parts. (24) Provide control cabinet access platforms and transformer vault access steps. (25) Removed existing containment curb around existing spare transformer. (26) Perform erection, field tests, inspections, and provide maintenance training. (27) Perform work required to comply with the site operations, environmental protection, and safety and health provisions. (28) Perform work required to comply with reporting and handling hazardous materials, lead-base paint, asbestos and polychlorinated-biphenyls (PCBs) removal and disposal. (29) Perform work required for painting, miscellaneous welding, machinist, electrician and other skilled craftsman hire.
