Description

The purpose of the Sources Sought/Market Survey is to identify production sources for a mixture of BIS (2,2 Dinitropropyl) Acetal-BIS (2,2 Dinitropropyl) formal. NSN: 6810-01-202-4530, ADL 53711-5532279E. Assembly drawing is N/A. Specification 100 01-WS1141 Revision A, Amendment 3, Acetal/Formal is used as an ingredient in plastic bonded explosive PBXN-106 and other similar explosives that are used in ordnance. The government may have a requirement in the range of 9,000 pounds to 32,000 pounds annually. Interested companies should provide minimum production requirements and estimated maximum production limitations. Interested companies are requested to provide a ROM (rough order of magnitude) price per pound. Interested companies should respond by providing the government the following information: a brief summary of the company's capabilities (a description of the facilities, personnel experience, and past manufacturing experience as it relates to the above c riteria) and availability. A respondent to this survey should be able to show adequate technical and manufacturing capability and good past performance in the explosive processing industry. A respondent to this survey must have a majority of the skills and facilities that are requi red to manufacture this mixture. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, then they must be able to demonstrate their ability to obtain those resources in a timely fashion. If a respondent ch ooses to utilize the services of a sub-tier vendor or subcontractor, those vendors or subcontractors must also meet these same criteria. The technical data package (TDP) is classified as Distribution D limited distribution. Distribution Statement D means that the TDP cannot be distributed on the Internet. This TDP contains technical data whose import is restricted by the arms export contr ol act, (Title 22, U.S.C., SEC 27 51 ET SEQ.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 52 30.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the ADL (see www.dlis.dla.mil/jcp/ for instructions and information). After receipt of required certification, request a copy of the ADL via email to gail.thompson2@us.army.mil, request MUST include Cage Code, Company Name, Address, Phone, Email address and point of contact. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the government. The government does not intend to award a contract on the basis of this market survey or otherwise p ay for information solicited. Participation in this effort is strictly voluntary. The government will utilize the information provided only to develop the acquisition strategy for future requirements. All submissions are requested to be made electronica lly and shall be made within 30 calendar days from the date of this publication (9 April 2007) and identify the Acetal Formal SOURCES SOUGHT/MARKET RESEARCH W52P1J-07-R-0077 as the subject of your response.
