This is not a Request for Quote. 700 CONS in Germany intends to procure CINESAT software, installation on Government owned computers and recurring software updates, based on a sole source justification for this specific meteorological system. CINESAT is a high performance meteorological software package that fully automates the processing and analysis of various satellite images. It uses a unique image sequence motion detector that analyzes and forecasts cloud movement in real-time. High quality prediction of satellite images several hours in advance. With a given sequence of satellite images, CINESAT can automatically compute the following: predict satellite images for the next 2 - 4 hours (all image channels); create cloud development maps that show where on-going hazardous weather development is occurring; trajectories that predict the future movement of clouds and thunderstorms; quality controlled cloud motion fields; positions, descriptions and predicted trajectories of convective cloud cells; smooth and accurate weather animation movies based on cloud movement; automated weather graphics.
