- THIS IS A PRE-SOLICITATION NOTICE. THE U.S. Coast Guard (USCG) National Maritime Center (NMC) has a requirement to acquire contractor support to assist with its Merchant Mariner Credentials (MMCs) mission. The USCG NMC is responsible for determining whether individual MMC applicants are eligible and suitable to receive an original MMC, renew existing MMC or to engage in a transaction that would change the expiration date of an MMC. This acquisition requires the contractor to provide technical and administrative support services to assist the U.S. Coast Guard in evaluating and processing all applications for Merchant Mariner Credentials. The resulting contract vehicle will be a performance based Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The period of performance will be for a two year ordering period. The majority of Task Orders will be Firm Fixed price (FFP) or Time & Material (T&M) as needed. FAR Part 15 Source Selection, Best Value Continuum procedures will be used for this procurement. Additionally, the solicitation will be issued in accordance with the policies and procedures pursuant to FAR Part 12, Acquisition of Commercial Items; and, in conjunction with the policies and procedures in FAR Subpart 19.502-2, Total Small Business Set aside. This acquisition is 100% set-aside for small firms and the applicable NAICS Code is 541611 with a size standard of $6,500,000.00. For the calculation of annual receipts and number of employees, see parts 121.104 and 121.106 in SBA's Small Business Size Regulation located at http://www.sba.gov/regulations/121/. Contractors must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33 in order to be eligible for award. The solicitation, and any subsequent amendments, will be issued via the FedBizOps Electronic Posting Systems or about 12 March 2007.
