- Description
- The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Plant Protections and Quarantine (PPQ), Phoenix, AZ., intends to negotiate solely with Oliver Products Company, located at 445 6th St NW, Grand Rapids, MI., to obtain 80 rolls of 20LP/Poly-Coated Paper. Oliver Products is the only known source which can provide the required 25g Poly medical packaging grade fiber-free peelable paper lidding material which provides a strong, non-porous substrate with sterile barrier properties to serve as a lidding material for our Pink Bollworm (PBW) rearing containers. The lidding material must have a specific moisture vapor transmission rate and specific oxygen transmission rate which have been previously identified by in house PBW rearing studies. The material must also have a non-toxic hot melt sealable adhesive coating applied in a uniform dot pattern which results in providing a uniform adhesive transfer on rigid PVC plastic. The specificity of these parameters are necessary to successfully rear PBW. This procurement will be conducted under the authority of FAR 6.302-1, only one source and no other supplies or services will satisfy agency requirements. Authority 41 U.S.C.253(c)(1). This procurement will be conducted as Commercial Item acquisition under FAR Part 12. This notice is not a request for competitive proposals. This requirement is advertised under NAICS 322221.
