Description
The USDA, ARS, LSO intends to solicit and negotiate with only one source Emory University Health Sciences Center Microarray Facility, 954 Gatewood Rd., N.E., Suite 1011, Atlanta, GA 30329 to provide Affymetrix 108 GeneChips? Full Service Processing. These services will provide data for gene expression analysis of porcine studies and will satisfy the gene expression measurement component of the Animal Physiology Research Unit (APRU) objectives. APRU will deliver total RNA samples and Affymetrix GeneChip? Porcine Genome Arrays to the service provider. Prompt and safe delivery is essential due to the fragile and irreplaceable nature of the samples. Service provider needs to be located within a 100-mile radius of APRU in Athens. The service provider will be required to perform quality control checks on the RNA samples, perform labeling, hybridization, staining, scanning and raw data delivery services. These services will be performed on specialized equipment intended to process Affymetrix GeneChips?. To ensure maximum comparability across studies, the service provider must perform the same protocols, under similar conditions to match previous processing of APRU?s GeneChips?. All of these requirements are necessary to provide continuity of the research. The service provider will provide all necessary reagents. Full service must include post-processing technical support and consultation. The raw data produced by the service provider will be delivered to APRU via email or web download and will be in a format that allows custom adjustment of analysis parameters. APRU will inspect the data for quality indicators to ensure the data is acceptable for further analysis. This procurement will be made pursuant to FAR 6.302-1(2) (C)(ii). No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 10 calendar days after publication of this notice. The government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is March 16, 2007. Payment: Any award made under this solicitation is subject to 31 CFR Part 208 that requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package. All offers must include with their quotation a completed copy of FAR 52.212-3 available at www.arnet.gov/far.
