Description
SPM1C107-Q-0277 will be issued as a Total Small Business Set-Aside for the manufacture and delivery of a Minimum/Maximum quantity of 91,979/ 300,000 each of Man?s Police Shirt, Long Sleeve, With Epaulets, Blue Shade #1550 (8410-01-538-9083(s)). Part 12 of FAR will be used. ALL manufacturing must be done in the United States from 100% U.S. products. This is a commercial item that should be made to resemble Fechheimer Brothers Style #352544A except that this shirt should not have a box stitch on the epaulet so that shoulder boards can be inserted. REQUIRED SALIENT CHARACTERISTICS: THE SHIRT SHALL BE BROADCLOTH, POLYESTER / COTTON, DURABLE PRESS, CLASS 4, BLUE SHADE 1550, FORM-FITTED TAILORED LOOK; PLEATED POCKETS WITH SCALLOPED FLAPS AND VELCRO CLOSURES; 5 PERMANENT SEWN IN CREASES, TWO IN THE FRONT CONTINUING THROUGH POCKET AND FLAP, AND THREE IN THE BACK; 6-BUTTON PLACKET FRONT (SIZES SMALL AND MEDIUM); 7-BUTTON PLACKET FRONT (SIZES LARGE AND X-LARGE); DURABLE, DOUBLE-STITCHED SHOULDER STRAPS AND POCKET FLAPS; HIDDEN PENCIL COMPARTMENT; FULL BADGE SLING. THE GOVERNMENT HAS NO PATTERNS, DRAWINGS OR SPECIFICATIONS AVAILABLE FOR THIS SHIRT. SPECIFICATION MIL-C-43992B APPLIES TO THE CLOTH, BROADCLOTH, POLYESTER/COTTON, CLASS 4, DURABLE PRESS, BLUE SHADE 1550 . STANDARD SAMPLE OF CLOTH, BROADCLOTH, POLYESTER/COTTON, DURABLE PRESS, CLASS, BLUE SHADE 1550 IS AVAILABLE AT DSCP AND APPLICABLE FOR SHADE AND COLORFASTNESS. ROLL #88-2 APPLIES. SEE BELOW FOR ORDERING SHADE SAMPLE 3 monthly deliveries are required starting 120 days after award to DDSP New Cumberland Facility. The Ordering period will run for a period of 730 days after receipt of the initial order. This requirement will post to DIBBS on March 23, 2007. Quotations will be required on or before March 30, 2007. Best Value Source Selection Procedures will be used. Offerors must submit with their quotation, a Product Demonstration Model that is manufactured at their actual place of intended performance along with letters of commitment from their material source which certifies the availability and conformance of their material to the material specification. Offerors must also submit information documenting the last 2 years of their experience manufacturing items of similar kind and complexity as well as a performance record. Samples will be evaluated for meeting all of the salient characteristics on a Pass / Fail Basis. Offerors with passing samples will be assigned an adjectival rating based on their experience / past performance history. A technical / price trade off will be made amongst the most highly rated offers. Experience / Past Performance will be more important than price in the trade off. The Government intends to make 1 long term order but reserves the right to place multiple orders. Should offerors not submit samples or performance data as requested in the RFQ - their offer will not be considered. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the Central Contractor Registration (CCR) system. 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance). The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment?) impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
