- OFFADD: 6 CONS/LGCA 2606 Brown Pelican Ave., MacDill AFB, FL. 33621-5000 SUBJECT: Airfest 2007, Provide smoke oil, engine oil, and fuel DUE: 13 March 2007, 1200 EST. POC: A1C Melissa Messier, Contract Specialist, Phone: (813) 828-7479; Fax (813) 828-3389, Email: melissa.messier@macdill.af.mil DESC: 6 AMW at MacDill Air Force Base, FL is solicitating this Request for Quote for providing smoke oil, engine oil, and fuel. This is a Request for Quotation (RFQ). The smoke oil, engine oil, and fuels sought will have the following specifications: Description Qty 1. Purchacse aviation fuel (100LL), for civilian vintage and/or historic aircraft participating in the MacDill AFB, Airshow Airfest 2007. 2500 GL 2. Purchacse oil (Philllios 25W-60X-Country), for civilian aircraft participating in the MacDill AFB, Airshow Airfest 2007. 5 CS 3. Purchase oil (Aeroshell 1100) for aircraft participating in the MacDill AFB, Airshow Airfest 2007. 15 CS 4. Refueling equipment, storage and personnel certified 4500GAL (AV GAS) refueling truck and personnel participating in MacDill AFB, Airshow Airfest 2007. 1 EA ***Statement of Work 1. Scope of Work. The contractor shall provide all personnel, supervision and other items to provide Airshow refueling and other POL services for civilian aircraft during the MacDill AFB Airshow . The contractor shall perform to the standards in this SOW. 1.2 Contractor. The contractor hereby aggress to provide airshow refueling and POL services at MacDill AFB, AIRFEST 2007 within the limitations as defined by the Airshow Director and USAF regulations. 1.3 Performance. Contractor shall provide airshow refueling and POL services (to include civilian smoke oil) for all civilian aircraft operations starting on (Thrusday) 29 March thru (Monday) 2 April 2007 . This includes aircraft arrival on (Thursday) 29 March, the Day Practice Show and one Night Show on (Friday) 30 March, two Day Shows (Saturday and Sunday) 31 Mar & 1 Apr 07, and departure refueling needs on (Monday) 2 April 2007. 1.4 Compensation. The Government hereby agrees to compensate the Contractor at the date specified. Advance payment is not authorized, nor will the Government pay a deposit. This agreement is in full force rain or shine. The contractor will provide all equipment (1 x 4500 gal fuel truck, with appropriate certifications and licenses and qualified refuel personnel). The government will compensate the contractor for fueling, storage equipment, and personnel at the total cost of $5,000.00. Fuel and oil products will be provided at the costs indicated below. The Contractor agrees to charge only for that fuel and oil products used and will be responsible for removing any unused fuel and oil products. MacDill AFB will only be responsible for amount of Av Gas pumped. Remaining AV Gas will be removed from the base by the contractor. Unopened drums of oil will be removed by the contractor. Unopened cases of oil will be removed from the base by the contractor. Final disposition of oil in opened drums or cases will be at the discretion of MacDill AFB. Fuel and Oil products will be charged at the following rate: Amounts are estimated MacDill airshow requirements). Estimated 2500 Gal 100/LL Av Gas: $2.20 per gallon Estimated 25 Gal Phillips 25/60 $58.00 per case (6gals/case) Estimated 15 Cases Aeroshell 100 $45.00 per case 1.5 Contractors Liability Insurance. The Contractor declares that they will maintain personal liability insurance. The contractor agrees to coordinate with MacDill AFB POL flight (MSGT Jason Leslie ? (813) 828.1601) to ensure all requirements are met to prior to bringing refueling equipment and product on base. 1.6 Lodging. The Contractor will not include a fee for lodging, Three non-smoking room will be provided by MacDill AFB. 1.7 Transportation. The Contractor will not include a fee for ground transportation. ***SMALL BUSINESSES WILL be given fair and equal opportunity and are encouraged/ asked to also submit an quote for competition*** Any vendors requesting information, and would like to respond with the ability to provide equivalent products, the specifications for these products could be asked for to determine if they meet the requirement. Firms responding to this RFQ are asked to provide the following information in their initial response: company?s full name, business size, DUNS/CAGE Codes, GSA #, address, point of contact, and a clear indication as to whether or not they can provide the item the government is seeking. Final responses to this RFQ will be due on 13 March 2007, 1200 EST. Responses will be reviewed and may result in further clarifications to further explore commercial capabilities with selected respondents. As industry may expect to see portions of submitted information in future solicitations, portions of the response containing proprietary information should be clearly marked as such. Information submitted will not be returned to the respective respondents. Oral submissions of information are not acceptable and will not be accepted in response to this notice.
