Description
The National Institute on Alcohol Abuse and Alcoholism (NIAAA) is seeking capability statements from organizations (NAICS 541720, small business size standard is $6.5M) with experience in advanced survey management and high-level skills in and knowledge of psychiatric epidemiological surveys of national scope and complexity. This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classification as a HUB Zone 8(a), 8(a), HUBzone, Small Disadvantaged Small Business, Service Disabled Veteran Owned, Veteran Owned, and Women-Owned Business relative to the NAICS code. One project is envisioned that focuses on survey management and design of a large national survey on alcohol use disorders and their associated disabilities to be conducted in 2010-2011. Requirements and Tasks: The requirements include capability to perform all phases of the psychiatric epidemiological survey process to include, but not limited to: planning survey design; sampling, survey development; pretest/pilot surveying; defining and refining the agenda; survey data base administration; assessment of reliability and validity of data; determination of proper survey data collection methodology; administration of surveys using various types of data collection methods; and analyses of quantitative and qualitative survey data. Production of reports to include, but not limited to: description and summary of results with associated graphs, charts, and tables; description of data collection and survey administration methods; discussion of sample characteristics and the representative nature of data; analysis of non response; and briefings of results to include discussion of recommendations and potential follow-up actions. In addition, requirements include directing major aspects of the survey operations, including survey planning and management; developing questionnaires, training materials, and instruction manuals; designing and developing new software to support edit and imputation specifications and data processing systems for large national epidemiologic surveys, unprecedented in nature and scope; preparing weighting, ratio estimation, and adjustment procedures to account for clustering and stratification of survey designs; monitoring implementation of weighting and related schemes and taking remedial action to correct deficiencies; and analyzing, interpreting, and selecting optional estimation and adjustment procedures using appropriate tests for goodness of model fit. Conducts power analyses to support justification for the precision and accuracy of survey results, taking into account cost and time constraints. Proficiency required at various methods of allocation and the assignment of total sample to strata and clusters, and identification and adjustment for various sampling biases and controls non sampling error. Information Requested: Submitted information should be relevant and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous work specific to the requirements listed above; (2) Personnel: Name, professional qualifications and specific experience of scientists and/or technical personnel who may be assigned as principal investigator and other key positions; and (3) Facilities: Availability and description of facilities and equipment required to conduct the necessary tests. Any other specific and relevant information that would improve our consideration and evaluation of the information presented is desirable. The Capability Statements must: (1) Demonstrate a broad and comprehensive background in survey management and complex survey sampling. (2) Demonstrate extensive experience in planning, designing and conducting national surveys on substance use and mental disorders. (3) Demonstrate documented experience in complex survey weighting and other data centric survey research tasks. (4) Provide evidence of ability to conduct, manage and coordinate resources to insure successful operation of the technical plan and carry out the project. (5) Demonstrate and document past performance, in any capability statements submitted, and extensive experience with and the ability to perform the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, a minimum of five contracts both Government and commercial the organization performed, reference, i.e., names titles, telephone numbers and any other information serving to document the organization's capability. Information Requested: Submitted information should be relevant and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous work specific to the requirements listed above; (2) Personnel: Name, professional qualifications and specific experience of scientists and/or technical personnel who may be assigned as principal investigator and other key positions; and (3) Facilities: Availability and description of facilities and equipment required to conduct the necessary tests. Your responses will assist the Government in selecting the appropriate acquisition mechanism. The page limit is 25 pages in font size 10 or larger. Responses to this notice shall include the organization's name, address, point of contact, size of business pursuant according to the North American Industrial Classification Code (NAICS) and must address all the technical information requested. Additionally, the response must provide answers to the following questions: (1) Is your organization a small business under the NAICS code? (2) Does your firm qualify as a small disadvantaged small business? (3) If disadvantaged, specify if your firm is certified under section 8(a) of the Small Business Act. (4) Are you considered a certified HUBZone firm? (5) Are you considered a woman-owned or operated business? (6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This is not a request for proposals. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent or the Government's use of the information. Any proprietary information should be so marked. Interested organizations presenting a capability statement in response to this sources sought announcement must identify their size status.
