Description
VENDOR: <U>Pre-Solicitation Notice.</U> The Social Security Administration (SSA) intends to negotiate a sole source, Firm-Fixed-Price (FFP) contract, including a base year and four 1-year options, if exercised, with the National Academy of Social Insurance (NASI), 1776 Massachusetts Avenue, NW, Suite 615, Washington, D.C. 20036 for services related to gathering, analyzing, and compiling data for the continuation of Worker's Compensation Expenditure Tables published annually by the SSA. Data files (using Microsoft Excel) provided to SSA must include State-level estimates of workers' compensation costs paid for all 50 States and the District of Columbia, along with a written description of the estimation techniques employed, including any idiosyncrasies in the data. Data must also include estimates of the number of workers receiving workers' compensation in each of the 50 States and the District of Columbia. In addition, the contractor will provide updates for the relevant program summary and highlights published in the SSA's prior year's Annual Statistical Supplement. Data files must also contain comprehensive estimates of workers' compensation costs for each State by the type of insurer, including private insurance carriers, State funds, federal programs, and self-insurers. The file shall also contain estimates of the number of workers covered by workers' compensation, the size of the covered payroll, the cost per employee covered and the costs per $100 of covered payroll and the best available estimates of the number of workers receiving workers' compensation benefits in each State and the District of Columbia. In addition to the data files, the contractor shall provide a written description of the estimation techniques employed, including any idiosyncrasies in the data. The contractor shall be available to meet with SSA staff to explain the data files and to respond to any questions about the data. Furthermore, the contractor shall provide all personnel, materials, supplies, and services required to support the development of the data file and written products such as the description of the estimate techniques employed. The data will not be provided by the SSA, but must be obtained independently from various sources by the contractor. Interested parties must demonstrate subject matter expertise and experience in the area of workers' compensation benefits, familiarity with all workers' compensation programs, and the ability to gather data from the Department of Labor (DOL), all fifty states, the District of Columbia, and other organizations. Statistical expertise is also needed to develop, store and tabulate the data and prepare the required documents. The proposed contract action is for services for which the Government intends to solicit and negotiate with NASI pursuant to the Federal Acquisition Regulation (FAR) Subpart 13.501(a) (1) (ii) under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996) when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotes. The Government does not intend to reimburse for any information or materials submitted in response. Respondents will not be notified of the results of the evaluation. Responses must provide sufficient information for SSA to determine that a firm other than NASI can provide the required services as described above. All responses received within 5 government workdays after date of publication of the synopsis will be considered by the Government. A determination by the Government not to compete the proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. The response time is 5 government workdays as allowed by FAR 5.203(a) (1). Responses should be submitted to the Social Security Administration (SSA) on or before 5:00 P.M. EST 03/12/2007.
