- The Space and Naval Warfare Systems Center, San Diego (SSC-SD) intends to award a sole source contract to L3 Communications at 3033 Science Park Road, San Diego, CA 92121 for the procurement of six AN/USC-42A(V)2 Dual Channel Mini-DAMA Systems. L3 Communications is the only manufacturer of Mini-DAMA systems, a highly specialized Ultra High Frequency (UHF) Satellite Communication (SATCOM) system. Accordingly, L3 Communications is the only source capable of fulfilling this requirement without incurring a substantial duplication of costs that would not be recovered through competition. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements. A sole source solicitation will be issued and transmitted to the sole source contractor by means other than posting it on the SPAWAR ECC Business Opportunities web site. No solicitation will be posted. Note 22 applies, and is modified to read ??????all proposals received within 15 days??????.
