Description
Naval Air Warfare Center (Aircraft Division) Patuxent River, MD, Code 4.6.7.4, is seeking information from potential sources for a state of the art, commercially available, Air Droppable Search and Rescue Kit that can be dropped from an aircraft to survivors in the water. The current Search and Rescue Kit used by the U. S. Navy is heavy, bulky, and is assembled from components that are increasingly difficult to procure. The Search and Rescue Kit shall consist of an inflatable life raft with a minimum capacity of 8 persons and shall include a survival kit containing items sufficient to sustain life at sea for a minimum of 24 hours. The U.S. Navy wishes to acquire information on Air Droppable Search and Rescue Kits, hereafter referred to as SAR kit, with the following specifications: (1) It is preferred that the SAR kit be modular in design, allowing it to be used individually or up to four kits combined, based on the number of survivors. (2) The SAR kit shall be able to be hand launched from either the aft ramp or side door of a variety of aircraft, including C-130, P-3, and C-2. (3) The SAR kit shall be able to be deployed from altitudes ranging from 150 to 500 feet MSL and at airspeeds ranging from 125 to 150 KIAS. (4) The descent of the SAR kit, after deployment from the aircraft, shall not exceed 70 feet per second. (5) The descent of the SAR kit may be slowed and stabilized by an attached drogue parachute. (6) Inflation of the life raft shall utilize a compressed gas cylinder and shall be automatically initiated either by a static line attached to the aircraft, or by a device that activates upon the kit's immersion in water. (7) Survival items shall be packed into a separate equipment container that will be attached to the life raft in such a way as to prevent loss or damage to survival items, and provide for easy retrieval by survivors. (8) Overall finished size of each packed SAR kit shall not exceed 42" long x 24" diameter and maximum weight shall not exceed 100 lbs. (9) The SAR kit should utilize an automatically deployed sea anchor to reduce drift of the inflated raft in the water. (10) The following is a list of minimum items that are required for the survival equipment container: a) Signaling Mirror b) Mk 124 Mod 0 Distress Signal, 6 ea. c) Bagged drinking water, 12 oz. per person d) Survival rations e) Signaling whistle f) Air hand pump (For topping up flotation tubes) g) Thermal blankets h) Anti-chap lipstick i) Sunburn preventative cream j) Sea dye marker k) Strobe light signal l) Pocket knife m) Sponge n) First aid kit (11) It is preferred that the survival equipment container be easily accessible to provide for quick customization of contents based on the climate in which the SAR kit will be deployed. (i.e.: addition or deletion of items for hot or cold environments). (12) Manufacturer's recommendations concerning inspection and maintenance requirements of SAR kit and survival items, including time intervals, facilities, and personnel qualifications shall be included. (13) The SAR kit, survival equipment, and all components and materials must comply with the restrictions set forth in the Berry Amendment. Companies responding to this request should provide detailed information on their product to Ms Dee Peters, AIR 2.4.3.3.4, at dee.peters@navy.mil. Respondents must clarify if their firm can provide commercial or non-developmental items that could be modified to meet the Rescue and Survival Team's needs. Samples are also encouraged. Proprietary information MUST be marked as such, on a page-by-page basis. This Request for Information, (RFI) does not in any way constitute a Request for Proposal (RFP) and as such, is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice, nor otherwise pay for information / items solicited. Data, Samples, and 3-D models will not be returned. To be of maximum benefit to the program, responses must be received by 31 May 2007.
