- This notice is to announce a Sole Source Award to URS Corp. This purchase is to provide the necessary improvement to the software developed by URS through the AFCEE Contract F41624-03-D-8609, Task Order 0281. These modifications are necessary in order to improve the functionality and improve customer interface. Additionally, URS hosts the application on a secure server which they control directly. URS has developed and owns property rights to the existing software with Luke and there is no other source that can provide the necessary improvements to the systems without redeveloping or paying for rights to acess the software for modifications. The statutory authority permitting other than full and open is 10 U.S.C. 2304(c)(2) or 41 U.S.C 253(c)(2)
