Description
SOURCES SOUGHT: The U.S. Coast Guard Civil Engineering Unit Providence is performing a market survey to identify resources available in southeast New England to perform airport operations and maintenance functions at the Otis Air National Guard (ANG) airfield. The current operators of the airfield, the 102nd Fighter Wing, will cease their operations at the airfield sometime between October 1, 2007 and October 1, 2011. The specific functions under study include: 1. Maintenance and calibration of air navigation aids, including such items as TACAN, ILS, weather reporting equipment, UHF & VHF radios, and tower radar. 2. Maintenance, repair, and calibration of aeronautical lighting and airport visual aids, including the approach lighting system, REIL, runway lights, taxiway lights, emergency power, and conductor/conduit runs to the lighting bank and controls. 3. Maintenance and repair, including structural, electrical, and HVAC disciplines, of all facilities supporting air navigation aids, airport visual aids, and the control tower. 4. Snow removal & pavement repair of 2 active 9000 foot runways, per FAA standards, and grounds maintenance and mowing over 1000 acres of land surrounding runways. 5. Maintenance and repair of 18 pieces of airfield equipment including snow plows, snow blowers, vacuum sweepers, lawn tractors, and mowers. Note: Equipment maintenance may be performed either on site with a government furnished building, on site with a contractor furnished building, or off site. 6. Operate and maintain a government furnished 100,000 gallon fuel farm and provide fuel to USCG aircraft. Alternatively, provide fuel using contractor furnished fuel tanks. Parties interested in and able to fulfill one or more of these functions are requested to provide their name, address, phone number, and a brief listing of their capabilities, staffing, and/or current contracts similar to the scopes noted in items 1 through 6. For those potential parties interested in performing airfield equipment maintenance and repair (no.5), specifically note whether the maintenance would occur offsite or onsite. This action is being considered as a 100% set-aside for small business participation only. The purpose of this notice is to determine if there are qualified small businesses that have the experience in airport operations and maintenance functions and if such businesses are interested in this procurement. The NAICS code is 488119. The small business size standard is a three-year averaged annual gross receipt of $6.5 million. Interested small business concerns should indicate their interest to the Contracting Officer in writing, as early as possible, but not later than the closing date of this notice. If adequate interest in not received from small business concerns, this action will not be set-aside for small business and will be issued pursuant to full and open competition without further notice. This is not a Request for Proposal; only a Request for Information. No award will result from this Sources Sought Request.
