Description
This presolicitation notice is amended to change the set-aside preference to 100% Service Disabled Veteran-Owned Small Business set-aside for businesses located in the states of Virginia, Maryland, and D.C. Only those businesses located in the immediate Washington, DC Metropolitan area will be considered. The U.S. Customs and Border Protection intends to solicit proposals for onsite training support services in the Office of Training and Development (OTD) at CBP Headquarters in Washington, D.C., for the planning, design, development, testing, and implementation of training courseware. CBP anticipates awarding a single Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The period of performance shall be from on or about June 1, 2007 through December 31, 2007 with four one-year option periods. The NAICS code is 611430 and the small business standard size is $6.5 million. OTD ensures that all training efforts support the CBP mission and strategic goals, meet the needs of a diverse and dispersed workforce, and contribute to measurable outcomes and results. OTD also establishes standards and policies for designing, developing, delivering, and evaluating training. The office directly executes career development programs, basic and advanced training to all occupations, and management and executive development programs. OTD also develops and implements the annual training plan for the agency, defines and implements evaluation measures, data collection processes, and inspection methods for ongoing assessment of all CBP training programs. In this effort, the contractor will furnish, as required, training support personnel and services to assist OTD in development of traditional classroom, technology and blended learning training projects and programs. Work will primarily be performed at CBP Headquarters; however, occasional travel to other CBP Training Offices may be required. The written solicitation will be issued only to those parties who respond to this posting by 3:00 PM, March 9, 2007 and otherwise meet the business standards specified above.
