Description
Statement of Work The NIDDK Office of Technology Transfer and Development (OTTD) proposes to acquire, consulting services on a half time basis for a one year period. The NIDDK OTTD protects and shares NIDDK?s knowledge and technology towards conducting research and developing scientific technology. Technology development and transfer is accomplished through research collaborations, transferring tangible materials for research, recommending patenting inventions, and other means. The NIDDK OTTD, which negotiates, approves, and executes agreements to protect and share NIDDK?s knowledge, would benefit from the scientific expertise to optimally achieve these goals. It seeks to engage a Scientific Advisor to the Director OTTD to provide such expertise and to advise on other technology transfer-related activities. The contractor will provide support in the following ways. Support for Intellectual Property Management ? Review Employee Invention Reports (EIRs) ? Identify development needs for furthering Institute technology ? Identify and evaluate marketability of possible commercial applications for Institute technology ? Prepare assessments of Institute technology ? Research sources for possible collaborations for further development of Institute technology ? Prepare and review Research Plans for a broad range of scientific fields encompassed by NIDDK?s laboratories and researchers for use with Collaborative Research and Development Agreements ? Evaluate collaborative and other agreements for conformity with federal statute and NIH and NIDDK stated policies, especially concerning privacy issues and human subjects protection. Support for marketing activities: ? Prepare abstracts describing Institute technology ? Research sources for possible licensing leads for further development and commercialization of Institute technology ? Specific evidence of the ability to perform this work must have been previously demonstrated. The evidence should include proof of an extensive scientific and technical background, experience in implementing statute and NIH policy, experience in analyzing intellectual property, and familiarity with the software currently being used by OTTD, TechTracS of Knowledge Sharing Systems. This notice may represent the only official notice. This is a Simplified Acquisition with the estimated value of less than $100,000.00 threshold. In accordance with FAR PART 12.
