Description
The National Cancer Institute (NCI) plans to procure the services of a consultant regarding the NCI Special Studies Institutional Review Board (SSIRB). The SSIRB is one (1) of two (2) Institutional Review Boards (IRBs) at the NCI. In accordance with 45 CFR 46, the NCI IRBs provide prospective review and approval of all human subject research activities to protect the rights and welfare of humans who are the subjects of the research. The SSIRB primarily reviews NCI intramural epidemiologic studies, behavioral research, and cancer prevention clinical trials which do not involve treatment of patients diagnosed with cancer. This requirement has been set aside for small businesses only. This acquisition will be conducted under the procedures for acquiring commercial items/services as authorized in FAR Part 12 and under the authority to use simplified procedures for commercial requirements as provided in FAR 13.501. The North American Industry Classification System code is 541690 and the business size standard is $6.5M. Minimum Contractor Requirements: 1) Contractor shall have a minimum of ten (10) years experience working on federal requirements and procedures for assuring human subject protection in biomedical research and 2) The ability to clearly communicate complex and technical material to a scientific community on human subjects? protection and use of certificates of confidentiality in research. Period of performance shall be for a base year plus four (4) twelve month options.
