- This is the solicitation to Pre-Solicitation notice H9CI0170065. The Defense Information Technology Contracting Organization (DITCO), Scott AFB, IL, will procure Counterintelligence (CI) Operational Support Services to provide the necessary tasks associated with developing and establishing Defense CI Strategy and reconciling Defense CI operational programs and budgets with the National CI Strategy. These tasks will assist in providing strategic direction to the Defense CI community and create the ability to measure progress against strategic objectives. Place of performance consist of Counterintelligence Field Activity (CIFA) offices located in Crystal City (Arlington, VA), Washington DC or within the National Capitol Region, and Colorado Springs, Colorado. Contractors may be requested to work in other duty locations. The incumbent is SAIC. The estimated cost of this effort is not available for disclosure. The period of performance will consist of a base year and two option years. This solicitation is an 8(a) Program set aside. The National American Industrial Classification Standard (NAICS) code for this procurement is 541690. The solicitation, DD Form 254, and Past Performance Data Sheet are available to download at this site as well as the DITCO Home Page, Contracting Opportunities at https://www.ditco.disa.mil/dcop/public/asp/dcop.asp. Vendors will be responsible for downloading the solicitation and related documents to include Amendments to the solicitation, these documents shall be referenced in your proposal. Proposals shall be uploaded to the DITCO Contracting Opportunities page referenced above. All questions regarding this requirement shall be submitted in writing via email no later than 3:00 PM Central Standard Time on 14 March 2007 and responses to questions posted will be answered on or about 21 March 2007. Proposals for this requirement are due at 3:00 PM Central Standard Time on 06 April 2007. The contractor performing this work must possess a Top Secret clearance with SCI eligibility at the time of award. The resulting award will be best value based on an integrated assessment of Technical/Management Approach, Past Performance, and Cost/Price. If at any time the Government determines requested services are no longer required, the Government reserves the right to not make an award. The Government also reserves the right to award without discussions.
