Description

In accordance with the procedures specified in OMB Circular A-76 (Revised May 29, 2003), U.S. Agency for International Development has conducted an A-76 MEO streamlined competition of its Directives and Records Management functions. This study was announced on September 23, 2006. In accordance with Public Law 109-115 (119 STAT.2506, Section 842), USAID developed the Most Efficient Organization (MEO) utilizing the Streamlined Methodology. The outcome of this Streamlined Study was determined, in part, by using documented market research. USAID has completed this study effective March 6, 2007. The results of this study confirm that it is more cost effective to retain the studied commercial activity in-house. This MEO will provide the activity with 4.65 Federal FTEs and eight (8) contract employees. Activities performed include technical and policy direction and training in the areas of records management, vital records, directives development and dissemination, mandatory and systematic classification reviews, forms management and information collection activities, and electronic records activities. The total five-year cost of this MEO award is $6,725,642. The positions are located at USAID headquarters in the Ronald Reagan Building, 1300 Pennsylvania Ave., NW, Washington, DC, 20523. The Competitive Sourcing Official is Mosina Jordan, USAID Counselor. The contracting officer is Bettie Bowles. The Agency Tender Official is Sandra Malone-Gilmer, Senior Advisor, Management Bureau.
