Description

The NAVAIR Depot (NADEP) Cherry Point, NC has a requirement to procure contractor support in performing and managing Life Cycle Management (LCM) activities of the NAVAIR Document Management/Workflow (DM/WF) Center of Excellence (COE). Document Management (DM) technology is concerned with managing the lifecycle of electronic documents. Workflow (WF) is the computerized facilitation or automation of a business process, in whole or in part. DM/WF eliminates the need for paper and it provides instantaneous status of every task as defined by a business process. The NADEP is an aviation repair facility owned and operated by the Department of Defense (DoD) and staffed by civilian employees and military personnel. The NADEP overhauls and repairs designated airframes, engines, and components and provides field teams and manufacturing, engineering, and logistic support services. The facility is located in Eastern North Carolina adjacent to the town of Havelock. The contractor shall provide DM/WF COE Program Management support, perform Definition and Start-up support, define all system components and site-specific architectures that dictate hardware and software requirements, define and record the architectural design of the system and the traceability between system components and system requirements, integrate code and design/develop specific workflow applications to produce a product that fulfils the stated functionality without altering the design and functionality of existing processes, and perform deployment and testing of the product. The contractor shall also provide day-to-day operations support, defect resolution, troubleshooting and periodic updates to maintain and/or enhance existing systems, and also manage application shutdown. The current Document Management/ Work Flow Tool for DM/WF development is e.POWER, for which NAVAIR currently maintains 33,500 licenses. It is recognized that it may not be a case of “one size fits all” and a new set of requirements may fall outside the bounds of the existing assets. Should software other than e.POWER be proposed as a solution for workflow requirements under this contract, the proposal must include a plan for acquiring FAM approval, interoperability with existing e.POWER processes, and providing the required number of licenses. The cost for this software must be reflected in the cost proposal. This procurement is being released as a Full and Open competition, but will be amended to a Total Small Business Set Aside if two or more acceptable offers are received from Small Business Concerns.
