Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number RFQ-07-110 is issued as a Request for Quotations (RFQ) with the evaluation and award prescribed in FAR Part 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15. This procurement is unrestricted. The associated North American Industry Classification System (NAICS) code is 811212 and the small business size standard is $23.0 million. The award will be made to one offeror who fully meets the requirements for providing Microsoft Premier Support services. The period of performance will be one year from date of award. Contractor's shall provide a proposal for the following contract line item number (CLIN). CLIN 0001: Microsoft Premier Support. Microsoft Premier Support includes: TAM Services Account Management and Proactive Technical Services 200 Hours of a Technical Account Manager (TAM) for proactive, technical consulting and account management services. TAM hours can be used for: - Support consulting - Supportability reviews - Remote diagnosis and debug - Health Checks - Multi-vendor coordination Orientation and Planning Session Escalation Management Service Delivery Plan Support Usage Reports Monthly Status Meetings Technical Support 15 Support incidents Critical Problem Alerts Multi-vendor Coordination Multi-vendor Coordination Technical Information Services NewsFlashes Unlimited-user Service Desk license (an unlimited number of users may access the World Wide Web site exclusive to Premier customers. Two account numbers are issued--one for access to information only, and the second to submit online service requests.) 1 TM on-site visit (up to two days) North America location only Contractor must be registered in Central Contractor Registration (CCR) System (www.ccr.gov). The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Award will be made to the low price, technically compliant offeror. In accordance with FAR 12.603, the provisions at FAR 52.212-1, Instructions to Offerors - Commercial, and 52.212-2, Evaluation - Commercial Items, apply to this acquisition. Offerors are to include a fully executed copy of FAR provisions at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. FAR clauses 52.212-4, Contract Terms and Conditions - Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, apply to this acquisition. Per FAR 12.603 (b) the SF 1449 is not used. Offerors not in possession of the above references clauses and provisions in full text may obtain a copy via the INTERNET at http://www.arnet.gov or by contacting the contract specialist. All responsible sources that can provide the above requirements shall submit written quotations no later than March 7, 2007 at 10:00 a.m. Questions shall be submitted by March 5, 2007 at 10:00 a.m. The government intends to award a firm fixed price order. All quotes must include a description of technical services provided; price; a POC (name and telephone number); DUNS number; business size and payment terms. All questions and quotes must be submitted in writing and received by email at psb1@bpd.treas.gov.
