Description
The Purchasing and Contracting Branch, Marine Corps Air Ground Combat Center (MCAGCC), Marine Air Ground Task Force Training Command (MAGTFTC), Twenty-nine Palms, Ca is conducting a Market Survey/Sources Sought to determine the availability of capable contractors to perform rotary wing Air Ambulance Medical Evacuation (MEDEVAC) services at MCAGCC/MAGTFTC Twenty-nine Palms, CA. The contractor would be required to provide flight ready helicopters and crews (pilot, co-pilot, Registered Nurse, and paramedic), fuel, medical equipment/supplies, maintenance, medical liability insurance, and all other items necessary to perform the service. This requirement falls under North American Industry Classification System (NAICS) code 621910, Ambulance Services, and the small business size standard for this NAICS is $6.5 million. Each rotary wing aircraft must be twin engine and capable of flying 138 mph or greater with a range of 400 miles. It must also have multiple radios in o rder to monitor Range Control (?BEARMAT?) and LZ Control or the hospital and be capable of transporting up to two critical patients. The aircraft must be able to land and take off from a 100? X 100? LZ and the crew must be capable of landing in dusty zones with the potential for ?brown out? conditions. Additionally, the crew must be able to fly in Low Light Level (LLL) conditions and be NVG capable. The Contractor shall provide the levels and types of air medical transport services routinely provided to the public. The types of services are described in the following levels: LEVEL I. High Acuity Air Ambulance to destination facilities: CCLS: Acute conditions, ALS: Acute or non-acute conditions. Specialty Care Missions: Neonatal, Obstetric, and others. Neonatal transports are arranged in conjunction with the Pediatric / Neonatal transport team out of Loma Linda primarily. The Government is not responsible for providing medical staff and isolette for Air Evac services. LEVEL II: Moderate Acuity (Minimum Basic Life Support required) Air Ambulance to destination facilities and/or return to MAGTFTC facilities for re-admission. Specialty care monitoring or BLS monitoring required (non-acute/stable). BLS is defined as a patient having any of these conditions singly or in combination: LEVEL III: Any patient not requiring BLS monitoring. LEVEL IV: Scene response helicopter transports, to include perform morning range sweeps, transport of up to 8 Marines for PMO reaction force, maintenance personnel to repeater/camera sites, Combat Visual Information Center (CVIC) personnel, exercise force re-supply, search and rescue, simulated MEDEVAC training with exercise forces, and other non-medical transportation of personnel. Resupply may consist of, but not limited to, small arms, small arms ammunition, chow, water, replacement Marines and communication equipment. The contractor shall be available on-site (MCAGCC/MAGTFTC to provide services 24 hours a day 7 days a week. Aircraft pilots shall be trained and hold current certifications to operate a rotary-winged aircraft with night vision goggles during hours of darkness or during times of limited visibility, as appropriate. Both pilots shall possess and maintain current certifications to fly by Visual Flight Rules (VFR), Instrument Flight Rules (IFR) and with Night Vision Goggles (NVG). The medical flight crews shall be ACLS (Advanced Cardiac Life Support) certified in accordance with San Bernardino, California, Inland Counties Emergency Medical Agency (ICEMA). The contractor will be required to land at isolated ranges located on base to load patients within 30 minutes of notification. Range landings are subject to possible flight hazards such as snow, dirt, mud, no landing pad, leaves, trees, debris on the ground, no lights, no safety equipment or personnel, uneven terrain, an d rocks. No final commitment has been made to procure the stated requirement and this sources sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. This announcement is not a request for proposals. All interested parties shall submit a detailed written Capability Statement, which should include type of service that could/would be provided, detailed pricing information, business size, estimated response time to emergency calls, and personnel qualification information. All information provided will become property of the Marine Corps and will not be returned.
