Description
NSWC Philadelphia, PA is seeking expressions of interest, general information, and data from potential sources to demonstrate the capability to provide an improved hydraulic oil filter element for use in US Navy ships and submarines. This filter element should be a non-cleanable filter element, and a direct replacement for the element configuration specified in SAE J2321-2. The element must meet or exceed a filtration ratio of 100 for particles larger than 4 micrometers (c) when tested in accordance with SAE J2321. The element shall meet flow, collapse pressure, dirt holding capacity, pressure drop, and all other requirements of SAE J2321-2. Submissions for this announcement shall include the following information: 1. Past experience with manufacturing and qualification testing of similar types of hydraulic oil filters and filter systems including details of products and capabilities. This shall include experience with filter element performance in various types of hyd raulic fluids, material compatibility including (fresh and salt) water contamination, cyclic flow affects on efficiency, high pressure (about 21MPa), and high viscosity (84 cSt @ 40 Deg C). In addition, production flexibility, the cost of relatively small production runs (<1000 elements per year), warranties, and customer Points of Contact, including phone numbers, shall be provided. 2. An estimate of parts support, upgrades, and improvements expected over a 25 year life expectancy. 3. Technical capabilities to design, manufacture, and perform first article tests. 4. Applicable laboratory test data of similar applications and references used for evaluation. 5. Disposal and handling of hazardous material requirements. This is not a request for proposal and does not commit the Government to the award of a contract. Any comments provided may or may not be included in a formal solicitation. The Government will not pay for any information received in response to this announcement nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government.
