Description
The Bureau of Indian Affairs is seeking qualified sources to provide Road Maintenance Services in the surrounding area of the Navajo Nation in New Mexico, Arizona, and Utah. This synopsis is for planning purpose only. A Standard Competition Study for Road Maintenance Program at the Bureau of Indian Affairs, Navajo Regional Office, is being conducted pursuant to the Office of Management and Budget (OMB) Circular A-76. These functions are currently being performed by approximately 80 government full-time equivalents (FTE?s), supported by contracted data entry services and Memoranda of Agreement with local governments. The Road Maintenance functional program consists of providing roadway maintenance, road maintenance drainage, standard bridge maintenance, roadside maintenance, roadside maintenance safety, guardrail structures, weather related roadside services, equipment maintenance, transportation facility maintenance, and monitoring and oversight. The estimated price range is between $2,000,000 and $5,000,000 which includes the base year with four option years. Interested firms are invited to respond to the sources sought announcement by providing information as follows: 1) Company name, address, telephone and fax number; 2) Indian-owned economic enterprise status as defined under Section 7(b) of P.L. 93-638, 25 USC 1452(e); 3) small business status for small business concerns, veteran-owned small business, Historically Underutilized Business Zone small business, small disadvantage business, women-owned small business concern, and service-disable veteran-owned small business concern as determined under Federal Acquisition Regulations, Part 19, Small Business Program; 4) firm?s capability statement and relevant experience in performing similar size and scope of work within the last five years, contract numbers, contract values, brief description of work, name of Government (Federal) Agency point of contacts, addresses, and current telephone and fax numbers; 5) valid Dun and Bradstreet number; 6) copy of Central Contractor Registration; 7) Performance and Payment Bonding capacities; 8) and Liability Insurance capacity. Upon review of the industry responses to this Sources Sought Notice, the Government will determine the appropriated set-aside acquisition in lieu of full and open competition. BIA will not pay for any information submitted for the cost incurred associated with providing the information. This announcement is not a solicitation at this time. Written information is due at the Bureau of Indian Affairs, Division of Acquisition, 301 West Hill, Room No. 346, Gallup, New Mexico 87301, by 4:30 pm (local time) close of business, March 14, 2007.
