Description
The U. S. Army Joint Munitions & Lethality Life Cycle Management Command, Picatinny Arsenal, NJ, in support of the Product Manager, Mortar Systems, is conducting a market survey to identify potential sources for fabrication and delivery of lightweight bipod assemblies for the M224 60mm and the M252 81mm Mortar Systems. The 60mm and 81mm mortar lightweight bipod assemblies are to be manufactured, inspected, assembled, packaged, and shipped in accordance with Government TDPs and applicable contract requirements. This notice is a Sources Sought / Market Survey Announcement; a solicitation is NOT available at this time. This Sources Sought / Market Survey is being used to seek sources capable of manufacturing, assembling, inspecting, packaging, and shipping 60mm and 81mm mortar lightweight bipod assemblies. Prior to manufacture, a producibility study of the bipod designs will be conducted to obtain recommendations for manufacturing and cost efficiencies, and technical improvements. Recommendations require Government approval prior to implementation. The 60mm and 81mm lightweight bipod assemblies to be produced consist of light weight materials to reduce the carry weight of the currently fielded 60mm and 81mm Mortar Systems. Manufacture of the light weight bipod assemblies meeting the required physical and mechanical properties for the design will require capability to fabricate struts, gears, springs and various other piece parts from high strength aluminum, titanium, inconel, and plastic. Potential Offerors must possess experience in fabricating, machining, welding, and inspecting titanium components and they must possess experience in machining and inspecting gears. Potential Offerors must also have prior experience with designs of similar complexity. The Basic contract calls for production of about eight hundred (800) 81mm mortar lightweight bipod assemblies. The first option, if fully exercised will be for production of one thousand (1000) 60mm mortar lightweight bipod assemblies and more than five hundred (500) 81mm mortar lightweight bipod assemblies. Monthly production deliveries will be for up to two hundred (200) total bipod assemblies consisting of both 81mm and 60mm lightweight bipods. First delivery will be one hundred twenty (120) days after U.S. Government approval of the First Article. Outyear options to procure additional 60mm and 81mm bipod assemblies are very likely. The anticipated contract will require the successful completion of a First Article inspection. After successful completion of all First Article requirements, lot acceptance will be invoked in accordance with applicable Quality Assurance Provisions (QAP), drawings, and contract requirements. Proof Acceptance Testing (PAT) will be used to accept production run pieces per the sampling plan included in the PAT test plan. The First Article samples will be required to be submitted to the Government 7 to 9 months after contract award. Interested Offerors should provide, at no cost to the Government, a summary of their firm???s past experience, capabilities, size of business (small or large business), description of facilities, personnel, equipment, tooling, quality control of material and processes, packaging, storage facilities, subcontractors and major vendors, and any other information and areas of expertise that will demonstrate to the Government that they will be able to achieve the effort described herein. All information is to be submitted at no cost or obligation to the Government; information provided will not be returned. All responsible, interested Offerors are encouraged to submit their capabilities / qualification data and any pertinent information via email, or electronically, No LATER THAN 15 March 2007.
