- Request for Information: The Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) of 1986 requires the states and territories to allow certain citizens to register and vote in elections for federal office using absentee voting procedures and provides the authority for th e administration of federal voting assistance responsibilities. The Secretary of Defense is the presidential designee for administration of the federal functions of the Act. The Director, Federal Voting Assistance Program (FVAP) carries out the program on behalf of the Secretary. The FVAP has three distinct goals to inform and educate US citizens worldwide of their right to vote; to foster voting participation; and to protect the integrity of, and simultaneously enhance, the electoral process at the fede ral, state and local levels. UOCAVA covers the voting rights of: " Absent uniformed services members and their voting age dependents " Other U.S. citizens residing outside the United States. The Act covers more than 6 million citizens, including approximately 3.7 million overseas citizens not affiliated with the government, 1.4 million military service members, 1.3 million military dependents, and 100,000 federal employees overseas. Managemen t of the program requires coordination with Executive Branch departments and agencies, the Congress, state and local governments, political parties, U.S. corporations, and national and international organizations. The FVAP is investigating potential concepts to support timely, secure, non-poll-site solutions for three separate voting tasks for this absentee voting population: electronic Voter Registration, electronic Ballot Request, and electronic Blank Ballot Deli very. These tasks will be initiated by voters around the world from personal computers to communicate with local election offices anywhere in the United States and its territories. Voter Registration and Absentee Ballot Requests utilize the Federal Post Card Application that is accepted by all 55 states and territories. Absentee voter registration and ballot request requirements vary by state. Accepted methods of transmittal of ballo ting material also vary. Commensurate with this concept call, this RFI requests an assessment of the feasibility, technical maturity and growth potential of the enabling technologies. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Do no t provide any costing data with your submission. No funds have been authorized, appropriated, or received for any future contemplated effort. This RFI is for planning purposes only and shall not be considered as a request for proposal or as an obligation o n the part of the government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the government will arise as a result of contractor submission of responses to this RFI or the governments use of such in formation. The government reserves the right to reject, in whole or in part, any contractors input resulting from this RFI. Responses to this RFI will not be returned. Any proprietary information that is submitted may be used in establishing requirements of the future systems but specified information will be safeguarded as proprietary.
