Description
The purpose of this sources sought notice is to gain knowledge of qualified and interested Service Disabled Veteran Owned Small Businesses (SDVOSB) with experience relative to the North American Industry Classification System (NAICS) code 611710 (size standard is $6,500,000.00 in annual gross receipts). The Government intends to issue a sole source SDVOSB set aside contract with A-T Solutions under FAR 6.302-5 (b)(7); however the Government will consider capabilities of other interested parties if received within 5 days of this publication synopsis. We are requesting all interested and qualified firms to respond to this sources sought notice with the following information: (1) name, address, phone, fax, email and website if applicable; (2) a list (not to exceed 5) of similar contracts your firm currently holds or has completed within the last three years. The lists of relevant contracts should include the location, contract number, description, estimated yearly value, performance dates, and Government point(s) of contact (contracting officer and qualify assurance personnel/inspector) with phone and fax numbers; and (3) any other information you feel would indicate your capability to mobilize, manage and finance a large service contract such as this. Personnel and facility will have a secret security clearance. Please limit your responses to 5 pages. This information must be faxed to (850) 283-8491 to the attention of Brandy Knisley or emailed to brandy.knisley@tyndall.af.mil by 7 March 2007. This contract will be a firm fixed price type contract and will require the contractor to provide all personnel, equipment, tools, materials, supervision and other items necessary to properly provide training to Air Force Explosive Ordinance Disposal technicians. Training will be conducted through seven classroom sessions at seven CONUS (stateside) locations in accordance with the Statement of Work (SOW). Contractor will provide advanced Improvised Explosive Device (IED) training to Air Force Explosive Ordinance Disposal (EOD) technicians a total of seven classroom sessions will be conducted. Each training class shall be 5 days in length and capable of holding 16 EOD technicians class. Contractor MUST have a least a secret clearance due to being provided access to classified threat information to develop lesson pans. This sources sought notice shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. Any information provided to the Government is strictly voluntary and at no costs to the Government. A formal solicitation will be announced separately. Statement of Work Advanced Improvised Explosive Device (IED) Disablement Technologies Training Course TASK: Contractor will provide Advanced Improvised Explosive Device (IED) training and practical exercises to Air Force Explosive Ordnance Disposal (EOD) technicians. Total of seven classroom and practical application sessions will be conducted at seven CONUS bases. The training will be five days in length and capable of handling 16 EOD students. These classes will cover advanced electronics, advanced sensors, electronic countermeasures, threat assessment and advanced IED disablement techniques based on current terrorist threat information from around the world. . The government and contractor will jointly develop curriculum based on current threat intelligence and EOD Tactics, Techniques and Procedures (TTP). Government will validate course curriculum to ensure training requirements are met. Contractor requires at least a SECRET security clearance to gain access to necessary threat information to develop lesson plans and exercise IEDs. The contractor will supply all training handouts, electronic training kits, training devices, and some specialized EOD disruption tools. TIMELINE: Approximately 24 Months GOVERNMENT FURNISHED INFORMATION: The Government will provide classroom space with appropriate audio visual equipment, demolition range and explosives, EOD response equipment and vehicles. Government will provide the contractor access to classified threat information to develop lesson plans and exercise scenarios. LIMITATIONS: None List of Bases: TBD
