Description
The Program Support Center, (PSC), Department of Health and Human Services (DHHS) is conducting a market research/sources-sought notice to determine the availability of 8A contractors to provide region-wide on-going management, and intermittent technical, and administrative support services to the ten DHHS regional offices located throughout the country. The regional offices are located in the following cities: Boston, New York, Philadelphia, Atlanta, Chicago, Kansas City, Dallas, Denver, San Francisco, and Seattle. This is not a solicitation announcement. The purpose of this sources-sought synopsis is to identify interested qualified sources that can provide the Government's stated requirement. The Contractor shall provide experienced and qualified customer support staff to perform management, administrative and technical support services, which shall primarily encompass the following: 1. Facility, space planning, maintenance liaison, and personal property support services. The Contractor shall provide facility, space planning, and maintenance liaison services, as directed by the Regional Project Officer or PSC Project Manager, and shall be familiar with basic tenets of facilities management, interpret blueprints and floor plans, modify such plans to reflect customer requests, and interact with PSC Headquarters space planning professionals. The Contractor shall understand local regional office arrangements for provision of maintenance, including custodial service, and troubleshoot customer concerns. The Contractor's personal property support staff shall receive property, periodically conduct physical inventory of property, and process excess property for proper disposal. 2. Telecommunications support. The Contractor's telecommunication staff shall prepare the necessary documentation and justifications for the acquisition of telephone service and equipment in accordance with all pertinent DHHS policies. The Contractor's staff must understand and interpret service bills to customers, and troubleshoot customer concerns. 3. Office automation support. The Contractor's office automation support staff shall provide automated word processing, spreadsheet, and presentation (i.e., PowerPoint) services to managers. The Contractor's staff shall answer telephones, schedule meetings, make travel arrangements for senior government staff, complete required reports, maintain office files, and assemble information for briefings. The Contractor's staff shall also serve as the office receptionist, as required and provide backup to more senior staff or to other offices. 4. Miscellaneous administrative services and other support services. The Contractor's administrative service support staff shall administer specific tasks across the breath of PSC service. The Contractor's staff shall also administer the DHHS transit subsidy program and perform all procurement, personnel management, and fiscal functions delegated to the regional level that are not deemed inherently governmental, and shall prepare all required materials for the cognizant Federal official. The Contractor's staff shall serve as the focal point at the regional level for all PSC service and shall function as the administrative help desk, interacting with the appropriate PSC and OASAM HQ staff, and the appropriate staff of other Federal agencies at the regional level. In the provision of the required services it may become evident that the Regional Offices may require an extension of the services currently being provided or a different set of services that are consistent with the nature and type of administrative services currently being provided. The Contractor shall provide support staff to meet the needs of the Regional Offices for these other types of required services. 5. Mail. The Contractor's mail support staff shall sort and deliver all inter-office mail to destination offices, and pick-up and prepare, including metering, all outgoing mail according to schedule. Project Manager: The Contractor shall provide a central management coordination point for the management of this nationwide tasking and serve as a contact point for the Government's Regional Project Officers and the PSC Project Manager. The Project Manager will ensure the services are timely, efficient, and of good quality. All interested parties should submit a cover letter and a capability statement, which shows their detailed qualifications for performing these tasks in the respective regional areas throughout the country. This sources sought notice falls under the North American Industry Classification system (NAICS) code 561110 and the small business size standard for this NAICS is $6.5 million. This is a source-sought synopsis only and does not constitute nor shall be construed to be an obligation on the government's part to make any award or expend any funds. The capability statement shall include: (1) name of company; (2) point of contact; (3) contact information (address, phone number, email); (4) business size and classification; (5) technical description of capabilities in meeting the requirement as described herein; (6) technical experience (7) DUNS number. This is not a request for proposal and nothing in this sources-sought synopsis constitutes nor shall be construed to be an obligation of the Government of an expenditure of funds or to award a contract.
