Description
Description - This is a Request for Information (RFI) Announcement, NOT A SOLICITATION. The Census Bureau is requesting information from the vendor community to establish functional requirements for a Commercial Off-The-Shelf (COTS), Web Content Management System. The goal of this RFI is to obtain feedback from capable vendors to better understand vendor capabilities as they relate to the Census Bureau's functional requirements. The Census Bureau intends to assess the capabilities and, if appropriate, issue an RFP at a later date. Additionally, evaluation software, product demonstrations and/or technical presentations may be requested from vendors responding to this request. Background - The Census Bureau is seeking a content management solution for its web site. The solution must provide a sustainable controlled environment with the ability to manage a multi-site website with multiple content owners. There are over 300 content providers from over 50 program areas that post more than 100,000 new and revised documents monthly. A Content Management System (CMS) is needed to improve consistency; reduce development and maintenance resources; improve site management and administration; increase customer satisfaction and to help content providers comply with federal regulations. Technical Information - Respondents to this RFI shall submit technical product literature or a capabilities document describing their products core features and functions. At a minimum the respondents shall address the following: -Increasing customer satisfaction by providing consistency, branding and navigation; -Ensuring content author's compliance to standards and regulations such as Section 508; -Support of multiple websites with multiple owners; -Support of multiple authors with multiple roles and security requirements; -Accommodate a decentralized heterogeneous environment including different operating systems and programming languages; -Allow for decentralized site management while providing centralized administrative monitoring and reporting; -Allow for flexible workflows and change management; -Allow for on-demand and scheduled content publication; -Allow for version control and rollback; -Support for multiple file formats including data files, graphics and multimedia; -Support for content authoring by users of various levels of expertise -Allow for static and dynamic content; -Integration with existing applications; -Allow for easy migration of existing content; -Support for various databases including Oracle, Microsoft SQL Server, MySQL and XML; -Support for deployment to development, staging and production servers; and -Improve content organization with categorization, cataloging and/or taxonomy. The Census Bureau is interested in exploring different methods and technologies to meet its business goals. Submitted responses to this RFI may be core functions for a single product or a suite of products. Cost Information - Any pricing information provided shall be general in nature, and will be used to help the Government formulate an independent cost estimate. Pricing will not be negotiated or considered at this time. Business Information - Respondents to this RFI shall identify their company name, address, email, telephone number and a name and telephone number of a point of contact having the authority and knowledge to clarify responses with government representatives. Also provide information about any federal schedules, inter-agency agreements, etc. that may be used to acquire this software.
