Description
Amendment 3 Questions Answered The following questions and answers are provided. The time and date for receipt of quotes is unchanged. 1. What is the training schedule for the two weeks? i.e. Are the students participating in other training? A: A copy of the training schedule can be provided via e-mail by contacting A1C Jordan Gunn at jordan.gunn@charleston.af.mil. 2. One portion of the statement of work states that training is desired in Close Quarters Battle (CQB), but further on it states CQB and patrolling. Will the students need training in both? A: Yes, they will need both CQB and Patrolling tied together in the same training block. 3. Is the convoy training for the students as individuals riding in a convoy or how to plan and prepare convoy operations? A: Both. 4. What are the training cell phones (i.e. IED training aids) and what are they used for? A: The cell phones are used by our civilian play actors during the scenarios. 5. Do the students want IED training? A: Yes, how to recognize them as part of the convoy training. 6. How many simulators (grenade and ground burst) are available? A: Aprox. 150 ground burst simulators. 7. How much blank munitions are available. Either total or per student. A: Total of aprox. 10,000 5.56mm. 8. Can we access all training sites before contract start date? A: Yes, with coordination via 1 CTCS. 9. Will projector and screens be provided for the classroom portion? A: Yes. 10. What type of convoy vehicles will be provided? i.e. HMMWV?s or rental cars? A: Combination of mostly HMMWV's and a few pickup trucks. 11. If the instructors can stay in the tents, will meals also be provided? A: No meals, we will provide a tent and camping kitchen consisting of a Coleman stove and utensils. 12. Is there an incumbent that has provided this training to the USAF before? A: A variation of this training has been provided in the past. Insights, LLC of Kirkland, WA were the last contractor to provide training. COMBINED SYNOPSIS - SOLICITATION FOR COMMERCIAL ITEMS (IAW FAR 12.603 (c)) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F1MTCC7040A100 and is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. (iv) This acquisition is 100% set-aside for small businesses. The associated NAICS code is 611699 with a 6.5 million dollar size standard. (v) Contractors shall submit a lump sum quote for the Convoy and Close Quarter Battle Training. All responsible sources may submit a quotation, which shall be considered. (vi) Description of Requirement: 1. The 1st Combat Camera Sq requests a minimum of two instructors to teach the following areas Close Quarter Battle and Convoy Operations. Instructors will be required for 13-16 March is in Garrison training at Charleston AFB SC. Phase Two is Field Condition Training on 17-21 March at a semi-remote air field in the town of North, SC, near Orangeburg. During Phase Two the instructors are encouraged to stay with squadron cadre. We have field quarters available (6 man tents) with hot showers and commodes at no cost for field portion. The nearest hotel is 20 miles away. Instructors should plan on departing the local area on 22 March from field location (North Field). 2. One instructor per area of instruction is required for Close Quarters Combat/Patrol Tactics and Convoy Operations. The 1st Combat Camera Sq. will provide additional personnel for role players and safety oversight. These skills have to be compatible with current Army operations as employed primarily in Iraq. Each instructor will need to be able to teach 8-10 hours daily with a class size of 15 students. The students will be broken down into flights and will rotate daily. Each instructor will spend approximately one day per flight (4 flights total) over four days in-garrison and an additional one day per training flight in the field training. 3. Training aids available from unit include: Full metal airsoft weapons 24ea. M-4?s 24ea. M-9?s 7ea. AR-74?s Groundburst simulators Hand grenade simulators 24 sets of Miles gear Soft walled CQB village 4 convoy training vehicles UXO mortars, rockets Training cell phones Blank munitions 144ea M-16/GAU 4. Training results; Combat Camera members must be capable of accompanying Army field troops on most typical missions safely with a basic knowledge of Army tactics. The Laws of Armed Conflict must apply to all training scenarios.
