Description
NASA/MSFC has a requirement for ABAQUS Software Lease Renewal. NASA/MSFC intends to purchase the items from ABAQUS South, Inc. 1. ABAQUS South, Inc. has proprietary copyrights on the ABAQUS software. The software license requested is not available from any other source. By nature of the copyrights on the ABAQUS source code and the trade secret methods existing only within ABAQUS South, Inc., only they possesses unique qualifications to provide the software and support. 2. ABAQUS has been in use at the Marshall Space Flight Center for over ten years. A significant amount of labor hours has been invested in learning and using ABAQUS software, and this knowledge is not applicable to any other software provided by any other source. Also, many analytical models now exist at the Center that were created in ABAQUS and they are not useful with any other software. A significant time and cost investment would be required to recreate and revalidate these models for use with any other software. 3. The ABAQUS Software Lease renewal is necessary and urgent to continue support for Space Shuttle Program efforts at the Marshall Space Flight Center that rely on ABAQUS as a structural analysis tool. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 3/6/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
