Description
NASA/MSFC has a requirement for a FASTSAT power system which will consist of the following spacecraft components: Seven Solar panels, Three Battery Charge Regulators, Two 28-Volt Power Distribution boards, 42 Matched Flight battery cells and 40 Unmatched engineering Battery cells. NASA/MSFC intends to purchase the items from SpaceQuest,Ltd. Competition is impractical because SpaceQuest, Ltd. is a unique manufacturer of electronics specifically designed for small satellites. SpaceQuest has assured NASA that the FASTSAT power sub-system will work with solar panels which may be either silicon or gallium-arsenide based. SpaceQuest, Ltd. has the capability to provide satellite power subsystem components that will meet or exceed the performance requirements, enviromental requirements and size constraints needed for the FASTSAT mission. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Iris Walter, DFS, Inc. via email at iris.r.walter@nasa.gov or via fax at 256-961-7723 not later than 4:30 p.m. local time on Friday, March 9, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
