Description
The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the NATO Improved Link Eleven (NILE) Nations (Canada, France, Germany, Italy, Spain, UK, and US), have a requirement for In Service Support (ISS) of the individual nations' Link 22 implementation programs. Major areas of support include: Link 22 hardware/software modification analysis, design, and implementation; configuration management; and engineering support services. Specifically, comprehensive systems engineering support is required for three (approximately 24-month) Block Cycle deliveries of System Network Controller (SNC) software, and associated changes to the NILE Products (the SNC, the NILE Reference System (NRS), the Multi Link System Test and Training Tool (MLST3)) and associated documentation. These services involve: analyzing and providing specific SNC and NRS software evolution as identified by the NILE Program Management Office (PMO); correcting SNC and NRS software and hardware defects arising during the ISS Phase; and providing engineering support to the NILE PMO to assist the NILE nations in their integration efforts of the NILE components. This requirement is subject to an International Agreements Memorandum (IAM) limiting competition to prime and first-tier subcontractors from the NILE nations. SPAWAR intends to issue a Cost Plus Fixed Fee (CPFF) contract with a base year, an option year, and four one-year award terms, for a total possible period of performance of six years. The Request For Proposal (RFP) will be issued in March 2007 with an anticipated award date late in calendar year 2007.
