Description
The Government intends to award a Sole Source contract to Romanyk Consulting to integrate process engineering with IT systems at USAMRIID; and to ensure that the new Oracle-based IT tools deployed at USAMRIID are maximally utilized to support the re- engineered processes. The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), located at Fort Detrick, Maryland, has a requirement for a support team on-site to continue its efforts in re-engineering internal processes. USAMRIID's mission is to conduct basi c and applied medical research on infectious microbes of high consequence to the warfighter. Its workforce is composed of approximately 800 personnel, which includes technical, infrastructure support, and administrative functions. Internal processes per tain to business operations, such as personnel, finance, and logistics, as well as technical management of the research program and operation of core technical service centers. The institute retained a process engineering firm in 2004 to provide assistance in re-engineering USAMRIIDs internal processes. The scope of work included adapting and integrating internal processes to maximally utilize the capabilities inherent in the i nstitutes recently-deployed Oracle Enterprise Resource Planning (ERP) Information Technology (IT) system, and to provide implementation support as these ERP systems were deployed. To date, USAMRIID has successfully installed, configured, and moved into p roduction ERP modules based on Oracle Human Resources (HR), Self-Service Human Resources (SSHR), Labor Distribution (LD), Projects, and Oracle Collaboration Suite modules. The institute also utilizes other IT sub-systems to support its operations that in terface with the core Oracle ERP system. During the previous process engineering engagement, major emphasis was placed on integration of internal processes related to personnel, leveraging the capabilities of Oracle HR and related sub-systems, since it was the IT system that was deployed first. Re-engineering support provided under the previous contract was highly successful, and resulted in substantial improvement in internal business processes related to personnel, including biosurety, safety, and security. The purpose of the current performance-based requirement is to continue this effort, focusing on performing process re-engineering and integration functions primarily in other areas, leveraging the new IT tools available to the institute as much as possibl e. The contractor is expected to coordinate closely with IT personnel involved in sustaining the existing USAMRIID IT systems to ensure that they are properly configured to integrate with the re-engineered processes. Critical to the success of this pro posed engagement, the contractor will need a thorough understanding of the following: 1) USAMRIIDs internal processes, 2) capabilities of the IT systems deployed by USAMRIID, and 3) workflow optimization using Business Process Engineering Language (BPEL) . Romanyk Consulting has been determined to be the only entity that can completely satisfy the requirements. If no challenges to acquiring these services without competition are received by 6 Mar 07 12pm EST, the Government reserves the right to execute an award without publishing a solicitation.
