Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Army, Joint Munitions & Lethality Life Cycle Management Command in support of the Armament, Research, Development, and Engineering Center (ARDEC) intends to solicit, negotiate, and award on a sole- source basis to Centra Technology, Inc. for 3D animation videos of Rocket Propelled Grenades (RPG), and Images of Medium Caliber Munitions, and Rocket Propelled Grenades and Their Associated Launchers. The 3D Video Animations of select RPGs require the following features: 1. RPG in transport mode. Descriptions. 2. Simplified drawing of Operator with RPG launcher and munition. Targeting. 3. Firing RPG 4. RPG expulsion charge and rocket ignition functioning. RPG cross sections are presented. 5. Flying RPG (unfolding fins and motor functioning) 6. RPG warhead fuze(s) arming. Show how fuze is armed (safeties released, firing explosive train aligned, firing pin/firing circuit enabled) 7. Impact on target & Target effects. a. Warhead Fuze(s) Functioning. Show the mechanical/electro-mechanical sequences to the activation of the fuze to initiate the explosive charge to the precursor and main charge warheads. b. Explosion of the main charge (formation of a jet for shaped charge grenades and penetration into a target; flying of fragments for fragmentation grenades; or explosion of a central charge, dispersion and deflagration of thermo-baric composition, propagation of shock in air for thermo-baric grenades). c. Simplified Target Effects. Show the simplified effects of the main charge against the target. i.e. for shaped charge briefly show penetration into armor, for fragmentation grenade show anti-materiel and anti-personnel effects, for central charge show blast effects, for thermo-baric briefly show blast and thermal effects. 8. Nomenclature, part, subassembly, assembly call outs of the major parts of launchers, RPG munitions (launchers?? main components; main parts of RPGs?? fuze, warhead, expulsion charge, rocket motor assemblies) 9. ??Home Page?? to introduce launcher and RPG Munition. 10. Source files developed in 3D Max, Flash, etc. that created the models, textures, animations, and the final integrated product. Provide for each of the 4 systems identified below. The following is a list of 4 Russian RPGs to be animated: 1. OG-9 (73 mm) fragmentation grenade for the SPG-9 mounted launcher for the 2A28 gun (mention will be made of the OG-9M fragmentation grenade which differs only in explosive fill). 2. PG-9 (73 mm) anti-tank shaped charge grenade for the SPG-9 mounted launcher for the 2A28 gun (mention will be made of the PG-9S shaped charge grenade which differs only in explosive fill). 3. PG-16 (58.3 mm) anti-tank shaped charge grenade for RPG-16 launcher. 4. RPG-18 (64 mm) reactive anti-tank shaped charge grenade for 6G12 launcher. The images of Medium Caliber Munitions, and Rocket Propelled Grenades and their Associated Launchers require images with regard to physical description, characteristics, method of functioning, physical dimensions, weights, explosive components, arming & safing mechanisms for the 17 distinct and their derivative rocket propelled grenades (totaling to 33 variants) and their grenade launchers. Provide same for 20 medium-caliber artillery projectiles. The following is a list of the grenades for grenade launchers to be made. 1. OG-7 39.8 mm fragmentation grenade for RPG-7 40 mm hand anti-tank grenade launcher or its modifications 2. OG-9 73 mm fragmentation grenade for SPG-9 mounted grenade launcher of 2A28 gun 3. OG-9M 73 mm fragmentation grenade for SPG-9 mounted grenade launcher of 2A28 gun 4. OG-9MI 73 mm fragmentation grenade for SPG-9 mounted grenade launcher of 2A28 gun 5. PG-16 58.3 mm anti-tank shaped charge grenade for RPG-16 58.3 mm hand anti- tank grenade launcher 6. PG-16I 58.3 mm anti-tank practice grenade with inert warhead for RPG-16 58.3 mm hand anti-tank grenade launcher 7. RPG-18 64 mm reactive (rocket) anti-tank shaped charge grenade for 6G12 64 mm grenade launcher (launching tube) 8. RPG-18I 64 mm reactive anti-tank grenade with inert warhead for 6G12 64 mm grenade launcher (launching tube) 9. RPG-22 72.5 mm reactive anti-tank shaped charge grenade for 6G18 72.5 mm grenade launcher (launching tube) 10. RPG-22I 72.5 mm reactive anti-tank grenade with inert warhead for 6G18 72.5 mm grenade launcher (launching tube) 11. RPG-26 72.5 mm reactive anti-tank shaped charge grenade for 6G19 72.5 mm grenade launcher (launching tube) 12. RPG-26I 72.5 mm reactive anti-tank grenade with inert warhead for 6G19 72.5 mm grenade launcher (launching tube) 13. RPG-27 105.0(64.5) mm reactive anti-tank shaped charge (??two sub- charges??, ??tandem??) grenade for 6G22 70.5 mm grenade launcher (launching tube) 14. Fragmentation-high-explosive projectile, OF61, 152 mm The requirements will be fulfilled using the Simplified Acquisition Procedures, part 13 of the FAR and the test program authorized in FAR subpart 13.5, to the maximum extend possible. Line Item 0001 four (4) 3D Animation Videos; Line Item 0002 images and descriptions of 20 medium caliber projectiles and 33 rocket propelled grenades and their associated launchers. The following provisions apply to this acquisition: Offerors must include brochures and literature showing their ability to meet all of the Government requirements along with their quotation. Offerors must include copies of commercial price lists indicating the price offered in response to this RFQ. Offerors must also include a completed copy of the provision at 52.212-3, Offeror Representations and Certification- Commercial Items, with its offer.
