Description
The Space and Missile Systems Center (SMC)/Specialized Contracts Office (PIK) invites prospective contractors to review the Draft Request for Proposal FA8802-06-R-0001. It is the intent of SMC/PIC to award multiple Firm Fixed Price Level of Effort Indefinite Delivery/Indefinite Quantity contracts to support the purchase of Space and Missiles Systems Center Technical Support. All questions and comments are to be submitted to the contracting officer by the closing date. The closing date for this announcement is 30 March 2007. The NAICS Code for this action is 541710, paragraph 11c which defines a small business as 1,000 employees. This draft solicitation for STS is for small business competition. SMC/PIK allows contractors to form teaming relationships for this effort. Responses from small business and small, disadvantaged business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, and 8(a) firms, historically black colleges or universities, and minority institutions. Industry responses, particularly from small and small disadvantaged business, will be used to evaluate the existing acquisition strategy. The STS requirement is for the acquisition of technical services covering the following four core competencies: Systems Engineering, Specialty Engineering, Developmental Planning, and Support Engineering. The ordering period under these IDIQ contracts is anticipated to be sixty months from date of contract award and the estimated ceiling value is subject to change. To prevent conflicting roles, which may bias the contractor's judgment or objectivity, and to preclude the contractor from obtaining an unfair competitive advantage in concurrent or future acquisitions, the contractor will be required to accept an Organizational Conflict of Interest clause in the IDIQ contract. In order to be eligible for award of a delivery order, additional Organizational conflict of Interest restrictions may be imposed by the government. The contractor must possess, or be able to obtain, an Industrial Facility Clearance of Top Secret at the time of award. Personnel supporting activities under these IDIQ contracts must be US citizens and have a minimum of a secret security clearance. The contractor must have several personnel with Top Secret clearances to support requirements that may be awarded. The place of performance will occur at SMC, its Detachments or the contractor's facility. Industry responses, particularly from small and small disadvantaged businesses, will be used to evaluate the existing acquisition strategy and the Government reserves the right to cancel one or both STS solicitations. Potential contractors and other interested parties must obtain the Draft RFP and its associated attachments at Website http://www.fedbizopps.gov/index.html . Please contact Mr. Kerment Goss, (310) 653-1319 or Cap R. Dean Fisher, (310) 653-1341 if you have any questions. An industry day is scheduled for 1000 - 1300, 16 March 2007, at the Gordon Conference Center, Conference Area One. Synopsis Number: 07-29
